Prevention and Community Health – Community Healthcare Improvement and Link
This full-time non-permanent appointment, supported by the National Breast and Cervical Cancer Early Detection Program, a federal grant, is currently funded through June 30, 2027.
This position offers a hybrid work arrangement, combining onsite work at our DOH facility in Spokane, WA, and work throughout the Eastern Washington region, which is required and is expected to comprise up to 40% of work time.
Make a Difference in Cancer Prevention and Early Detection
The Office of Family and Community Health Improvement within the Division of Prevention and Community Health is dedicated to advancing the health and wellness of families and communities across Washington State through prevention-focused, equity-driven public health programs.
The Breast, Cervical, and Colon Health Program (BCCHP) supports initiatives that increase access to life-saving cancer screenings and preventive services. Through partnerships with healthcare providers, community organizations, tribal nations, local health jurisdictions, and state agencies, the program works to reduce the burden of breast, cervical, and colorectal cancer and improve health outcomes for Washington residents.
This position serves as the Breast and Cervical Cancer Screening Coordinator for Eastern Washington, supporting the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) across Adams, Ferry, Garfield, Lincoln, Pend Oreille, Spokane, Stevens, and Whitman counties. Reporting to the BCCHP Manager, this role leads regional implementation efforts and works closely with providers and community partners to expand access to cancer screening services for eligible populations.
Key Responsibilities:
This position plays a critical role in improving access to preventive healthcare services and reducing cancer-related health disparities across Eastern Washington.
Program Coordination and Partnership Development
- Lead implementation of the NBCCEDP throughout Eastern Washington.
- Build and maintain collaborative relationships with healthcare providers, community organizations, and public health partners.
- Coordinate service delivery efforts to increase access to breast and cervical cancer screening services.
Clinical Support and Contract Management
- Provide technical assistance to contracted healthcare providers regarding program requirements and clinical guidelines.
- Manage provider contracts, claims processing, and reimbursement activities.
- Support providers in delivering high-quality, patient-centered screening services.
Quality Assurance and Compliance
- Monitor program performance, service utilization, and data quality.
- Conduct site visits, annual reviews, and compliance monitoring activities.
- Ensure adherence to federal, state, and program-specific requirements.
Health Equity and Public Health Impact
- Support strategies that reduce barriers to cancer screening and follow-up care.
- Use data and community partnerships to improve access for populations experiencing health inequities.
- Contribute to efforts that improve cancer prevention, early detection, treatment outcomes, and survivorship.

Required Qualifications

Option 1: Six (6) or more years’ experience of federal or clinical contract or grant management and consultative experience in healthcare, health services, public health, or allied field.
Option 2: Bachelor’s degree in Public Health, Health Care Administration, Public/Business Administration, or closely allied field; AND three (3) or more years’ experience of federal or clinical contract or grant management and consultative experience in healthcare, health services, public health, or allied field.?
Additional Required Knowledge, Skills, Abilities, and Experience
- Working with clinical healthcare partners, including Federally Qualified Health Centers (FQHCs) and community clinics;
- Managing grants, contracts, and budgets;
- Developing and implementing clinical healthcare program policies and procedures;
- Planning and evaluation of health service delivery programs;
- Facilitating and/or coordinating committees, workgroups, or task forces;
- Understanding of principles of health equity and how they can be applied in the public health context.
Preferred Qualifications

- Master's degree in public health, health administration, social work, or other health related field.
- Proficiency with electronic medical records systems/software.
- Experience with coaching partners and/or contractors on best/promising practices.

Working Conditions:

Work Setting:
- As this position’s work requires frequent in-person travel to perform duties at various locations throughout the Eastern region of Washington state the official duty station for this position is Spokane. When not traveling for work, the incumbent may work from home, from a DOH facility, or work remotely from an alternate location.
- DOH supports a hybrid workplace. Telework, in-office or a combination are options and incumbents may choose the location in which they do their best work. Work in a fast-paced environment with multiple assignments and priority deadlines. Work at a computer workstation for extended periods.
Schedule:
- Must be able to work in excess of 40 hours per week when necessary to perform the core functions of the position. Standard business hours are Monday – Friday from 8 a.m. to 5:00 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs.
Travel Requirements:
- Frequent travel will be required of the incumbent in Eastern Washington. When traveling for work, travel statewide and out-of-state when necessary to perform the core functions of the position.
- May require overnight or multiple nights lodging. May travel alone or with another individual.
- Legally operate a state or privately-owned vehicle or provide alternative transportation and travel long distances in both daylight and at night, and in snow and rain conditions.
