Brief Job Description
Under the direct supervision of the AV Library Team Leader and under general direction of the Library and Information Science Program Manager, this mid-level position is responsible for providing library services for the DSHS Audiovisual (AV) Library and to HHSC Early Childhood Intervention through an interagency contract. Responsibilities include assisting stakeholders to identify appropriate health, safety, and early childhood media and print resources from current trends and methods, and providing guidance to customers through print, online, and electronic resources. The position performs administrative work related to the AV Library involving planning for growth and enhancement of services; interpreting program’s policies and procedures; outreach and promotion of program services; preparing administrative reports; assisting with collection development and deselection; and preparing catalog records.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
1. EJF: (50%) REFERENCE AND TECHNICAL ADMINISTRATION: Provides professional library and information services for the DSHS Audiovisual (AV) Library. Delivers reference, research, current awareness, and information services to DSHS staff, stakeholders, and partner organizations. Provides GoToWebinar administration and support services for DSHS programs in collaboration with the AV Library Team Leader, including event setup, registration management, reporting, and customer assistance. Assists stakeholders in identifying, locating, and evaluating appropriate audiovisual, print, and electronic resources to meet information needs. Conducts research using library databases, electronic resources, print collections, and external information sources to respond to information requests. Develops bibliographies, videographies, research guides, and other informational resources on topics of interest to DSHS programs and stakeholders. Provides guidance on available DSHS services, resources, and information; refers patrons to appropriate state agencies, organizations, and information providers as needed. Interprets and applies library policies, procedures, and service guidelines. Provides training and instruction on the use of the AV Library website, online catalog, electronic resources, and other library services and technologies. Responds to and resolves reference and information inquiries, ensuring timely, accurate, and customer-focused service.
2. EJF: (30%) ADMINISTRATIVE FUNCTIONS: Performs original descriptive and subject cataloging of library materials in the online catalog in accordance with established standards and procedures, subject to managerial review and approval. Conducts authority control and quality assurance activities to maintain the accuracy, consistency, and integrity of bibliographic records. Performs technical processing functions associated with the acquisition, maintenance, withdrawal, and disposition of library materials and collections. Works under the guidance of the AV Library Team Leader to identify and resolve operational issues and recommend or implement procedural improvements. Manages circulation-related activities, including sending monthly overdue notices, monitoring overdue materials, and facilitating the return of library resources. Compiles and contributes data and narrative content for monthly library activity reports and other program reporting requirements. Collaborates with the AV Library Team Leader to evaluate and recommend library materials, supplies, and equipment for purchase; identify materials for deselection; and support collection development activities in alignment with departmental goals and established collection development plans. Assists in developing strategic goals, objectives, and planning initiatives for the AV Library program. Administers AV Library operations in the absence of the AV Library Team Leader, ensuring continuity of services and program activities.
3. EJF: (15%) OUTREACH SERVICES: Creates, publishes, and disseminates the monthly AV Library News and ECI Library Matters newsletters. Participates on program initiatives to enhance customer service, promote library resources, and expand program outreach. Identifies and recommends opportunities to improve customer service and increase awareness and utilization of library services and resources. Develops content and provides information for publications, communications, and other materials that promote the library, its collections, resources, and services. Conducts tours of the Audiovisual (AV) Library and ECI collection; represents the library at conferences, exhibits, and outreach events; and delivers presentations to stakeholder groups regarding library services and resources.
4. EJF: (5%) PERFORMS RELATED WORK AS ASSIGNED (MARGINAL FUNCTIONS): Serves as backup support for Library and Information Science program staff as needed. Collaborates with the AV Library Team Leader to plan, coordinate, and discuss AV Library programs, services, and initiatives. Performs other related duties as assigned.

Initial Screening Criteria
A Master's degree in Library and Information Science (MLIS) from an ALA-accredited program, or equivalent. In lieu of the Master's degree, applicants may qualify with four (4) years of progressively responsible professional experience in library services, information management, research, or a closely related field.
