Assistant Division Chief of Contracts and Purchasing

The California Department of Public Health (CDPH) is committed to effectively delivering essential Public Health services directly and/or through strong and effective Partnerships. The Program Support Division (PSD) provides a variety of supportive services to CDPH Programs.

We are in downtown Sacramento in the East End Complex across the street from the beautiful Capitol Park Rose Garden.

Job Description and Duties

The Manager II supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing expert knowledge in administration of all Contracts and Purchases for the department. The Manager II oversees the Contract Management Services Section (CMSS) and Purchasing & Solicitations Section (PSS), which manage the department’s 3,000 contracts and $3 billion contracting process, and 2,800 purchase requests and $32 million procurement process, to ensure contracts and acquisitions are legally sufficient and executed in a timely manner.  The Manager II assists the Division Chief with planning, organizing, directing, and evaluating the ongoing operations of for all of the purchasing, procurement, and contract processing needs of the Department. The Manager II has executive responsibility for developing and implementing program policy, priorities, and strategies to improve processes to align with the Department goals and strategies.

The incumbent works under the administrative direction of the Division Chief of the Program Support Division (PSD).

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

  • Experience managing and building collaborative relationships with internal and external stakeholders.
  • Experience managing and training staff in large organizations.
  • Demonstrated management skills, with emphasis on establishing goals and objectives and proven ability to track and achieve measurable results.
  • Ability to think strategically and assess issues quickly to identify the best possible solution.
  • Strong communication skills; experience communicating effectively with other leaders, managers, and staff in a diverse environment, both verbally and in writing.
  • Experience with change management to ensure smooth implementation of new processes, technologies, and organizational structures.
  • Strong experience with procurements and state contracting.
  • Small Business and Disabled Veteran Business Enterprise compliance solicitations experience.
