This posting will be used to fill two (2) vacancies

The Asset Management Coordinator exists to administer agency-wide asset management policies, standards, governance practices, and lifecycle management strategies to ensure effective stewardship of state-owned assets throughout acquisition, deployment, utilization, maintenance, replacement, transfer, and disposal activities.

The position serves as the department's subject matter expert on asset management operations, property accountability, inventory controls, compliance requirements, and asset lifecycle planning. The incumbent develops long-term strategies, performance measures, and operational standards that support fiscal stewardship, regulatory compliance, business continuity, risk management, and efficient utilization of agency resources across all metropolitan and district office locations.  This position plays a leading role in ensuring the assets of the department are secured and accounted for, and in protecting the agency from undue risk and harm which could significantly negatively impact MDH’s financial and public trust standing if not handled properly.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities. 

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.

Minimum Qualifications

One (1) year of experience in asset management, property accountability and/or inventory control. Experience must include the following: 

  • Experience in procurement, contract administration, and/or vendor management. 
  • Experience in database management.  

AND

  • Valid Class D Driver’s License to successfully drive state owned vehicles from one location to another. 

Minimum Qualifications to be assessed at interview: 

  • Knowledge of asset management principles, practices, and lifecycle management methodologies. 
  • Knowledge of governmental property accountability requirements and inventory control practices. 
  • Knowledge of risk management, compliance monitoring, and internal control systems. 
  • Experience with stakeholder engagement and relationship management. 

Degree Equivalencies: 

A related master’s degree may substitute for eighteen (18) months of experience; a related bachelor’s degree may substitute for twelve (12) months of experience; and a related associate’s degree may substitute for six (6) months of experience.

Preferred Qualifications

  • Knowledge of Minnesota statutes, Department of Administration requirements, and state policies governing asset management. 
  • Experience in data analytics, use and management of reporting tools, and use of performance measurement methodologies. 
  • Experience in project leadership and organizational leadership. 
  • Ability to analyze complex operational issues and develop practical solutions. 
  • Experience managing, tracking, assigning, procuring, and documenting capital assets or leased assets assigned for use by staff (such as lab equipment, furniture, or vehicles).

Physical Requirements

  • Ability to move, pack and transport up to 40 pounds consistently throughout the work day. 
  • Ability to move throughout a large facility to do asset inventory, help install assets and fulfil asset requests. 
  • Ability to move into and out of various sized vehicles, in order to drive them from one location to another. 

Additional Requirements

  • This position requires successful completion of a background check and employment reference check.
  • MDH does not participate in the federal E-Verify program and is unable to sponsor applicants for work visas, including F-1 STEM OPT extensions, and cannot complete Form I-9 or any other documentation requiring employer participation in E-Verify.
