Main Purpose of Job

The mission of the Office of Health Care Quality (OHCQ) is to protect the health and safety of Marylanders and to ensure that there is public confidence in the health care and community service delivery systems. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated state survey agency in Maryland. The main purpose of this position is to direct and manage the OHCQ Long-Term Care (LTC) Triage/Admin unit and the LTC administration team. This position will oversee a unit that receives over 4000 intakes (complaints and facility-reported incidents) per year and will ensure Triage/Admin staff review and determine the appropriate triage level of complaints and facility-reported incidents from nursing homes in Maryland. This position will ensure administrative personnel assist with public information requests, archive LTC survey documents and assist with Change in Ownership licensure requests. This position will monitor and ensure survey documents are archived in a timely manner to support timely responses to requests for public information as well as internal and external audits and will identify and address the training needs of supervised staff. This position will evaluate information provided to and assessed by the OHCQ Triage/Admin team, including reviewing assigned priority levels of complaints and facility incident reports, reviewing essential information obtained through interviews, ensuring complaints are correctly entered into the federal database system, monitoring the volume of incoming complaints, monitoring the timeliness of data entry into the federal dataset and ensuring timely notification of appropriate staff for high-level or dangerous situations. This position will frequently assess workload and efficiency to develop and implement strategies for improvement and will review Change of Ownership information to identify discrepancies or determine if additional information is required before a license can be issued. This position will evaluate the efficiency of work processes assigned to the OHCQ Triage/Admin team. This position will also interpret and relay state and federal regulations for internal and external clients, handling confidential and protected health information daily.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Four years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: 1. Experience in clinical triage prioritizing medical concerns. 2. Experience in a direct supervisory role. 3. Experience interpreting state or federal regulations. 4. Experience implementing policies and procedures. 5. Experience identifying and implementing training needs.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
