Administrative Support Assistant 3

The Iowa Department of Health and Human Services (HHS), Child Support Services, is seeking an Administrative Support Assistant 3 to join our Clinton team to help Iowa families successfully navigate the child support process. As part of our team, you will play a crucial role in establishing, enforcing, and monitoring child support and medical support orders, as well as encouraging families to provide financial and emotional support for their children.

Hours, Work Location and Requirements:

This is a full-time opportunity, Monday – Friday with typical hours being from 8:00 AM - 4:30 PM. 

This position is located at the Clinton Child Support Services Office located at 121 6th Ave S., Clinton IA 52733.

Job Duties:

  • Performs administrative office duties and casework activities as a member of an office team for parents in need of paternity, medical and support establishment, modification of existing order, enforcement, and monitoring of support orders. 
  • Communicates with a variety of community partners including human service agencies, employers, clerks of court, county sheriff, attorneys, and other entities to achieve the goals of the Child Support Program through phone calls, emails, and other written correspondence. 
  • Independently analyzes a variety of complex case situations and legal scenarios to determine the appropriate action including technical, clerical, and support work to assist in the implementation of local program goals and objectives for achieving statewide success for the Child Support Program. 
  • Assist with establishment and specialized enforcement tasks as well as location activities utilizing the internet, databases, and various automated systems. 
  • Uses Microsoft Office programs (Excel, Word, Outlook) proficiently and has the aptitude to learn other computerized systems, including ICAR is critically important for success in this position. 
  • Comprehend and adhere to confidentiality provisions in the Code of Iowa.

Additional responsibilities include, but are not limited to:

  • Manage assigned case work and demonstrate critical thinking skills required to complete tasks independently. 
  • Knowledge of basic office practices, legal forms and format, the maintenance of complex records and the use of guides and reference materials. 
  • Organize and maintain files and records of a confidential, complex, or otherwise sensitive nature. 
  • Ability to follow complex oral and written instructions accurately and efficiently. 
  • Display a high level of initiative, effort and commitment towards completing assignments efficiently. Work with minimal supervision. Demonstrate responsible behavior and attention to detail. 
  • Read and comprehend complex instructions including federal, state, and local laws, policy and procedures applicable to the Child Support Program and apply it to child support casework. 
  • Comprehend and adhere to the confidentiality provisions stated in the Code of Iowa. 
  • Produce work that requires extreme accuracy. 
  • Prioritize tasks and time to meet established performance goals and critical deadlines. 
  • Perform mathematical calculations needed to accurately reflect support obligations. 
  • Interact with employees and customers in a manner consistent with quality customer service delivery. 
  • Resolve problems/issues by using good listening and positive conflict resolution skills. 
  • Adjust and adapt to work pressures, change or difficult situations impacting people or groups without unusual stress reactions. 
  • Maintain high attendance as excessive absenteeism negatively impacts the Child Support Program. 
  • Work productively in a team environment. The ability to manage group processes. Encourages and facilitates cooperation, pride, trust, and group identity, fosters commitment and team spirit; works with others to achieve goals. 
  • Accurately enter, retrieve, file, generate and correct case folders and/or information from ICAR and various database systems. 
  • Accurately sort and scan physical mail; index and retrieve electronic mail from an electronic mail system. 
  • Write clear, concise, and accurate letters that are grammatically correct.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:  
  1. Two years of full-time work experience in general office, clerical, data entry/processing, or related work.
  2. A total of two years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  3. Current, continuous experience in the state executive branch that includes six months of full-time work as an Administrative Support Assistant 2 or eighteen months of full-time work as an Administrative Support Assistant 1.
