Office of Financial Services – Accounting and Grants, Accounts Payable


This full-time permanent position offers a hybrid work arrangement, combining remote work with scheduled onsite work at our DOH facility in Tumwater, WA, 2 days per week.


The Opportunity

The Office of Financial Services (OFS) plays a critical role in supporting the Department of Health’s mission by providing leadership and expertise in financial and operational management. Through budgeting, accounting, contracting, grant management, purchasing, fiscal monitoring, and financial reporting, OFS ensures agency resources are managed responsibly and in compliance with state and federal requirements.


This Fiscal Analyst 4 serves as the principal assistant to the Accounts Payable Supervisor and is a key resource for financial analysis, policy interpretation, and fiscal compliance. This position conducts detailed reviews of financial transactions and data, provides guidance to staff regarding Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) requirements, and Department of Health policies, and supports agency-wide financial operations. 


The position also maintains the agency Chart of Accounts and performs research and analysis using the State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and Washington Administrative Code (WAC) to resolve complex fiscal questions. Through sound financial stewardship and customer-focused service, this role helps ensure public resources are managed effectively to support vital public health services across Washington State.


Key Responsibilities Include:

Financial Analysis and Compliance

  • Conduct financial reviews and analyses of fiscal data to ensure accuracy and compliance with state and federal requirements.
  • Review accounting transactions and provide recommendations for corrective actions when needed.
  • Assist with monitoring and maintaining financial controls that support agency operations.

Policy Interpretation and Technical Guidance

  • Serve as a subject matter resource on GAAP, OFM regulations, and Department of Health fiscal policies and procedures.
  • Research and interpret fiscal requirements using SAAM, RCWs, WACs, and other applicable guidance.
  • Provide technical assistance and recommendations to staff and management on fiscal matters.

Accounts Payable Support

  • Serve as the principal assistant to the Accounts Payable Supervisor.
  • Support accounts payable operations by reviewing transactions, resolving issues, and ensuring compliance with established procedures.
  • Assist in identifying process improvements that enhance efficiency and accuracy.

Chart of Accounts Management

  • Maintain and update the agency Chart of Accounts.
  • Ensure accounting structures align with reporting requirements and organizational needs.
  • Coordinate account maintenance activities with internal stakeholders.

Customer Service and Collaboration

  • Respond to inquiries from Department of Health staff at all organizational levels.
  • Build collaborative relationships with program staff, fiscal teams, and external partners.
  • Promote consistent application of fiscal policies and procedures throughout the agency.

Required Qualifications

Option 1: Three (3) or more years of experience in the following:

  1. Professional-level accounting or finance experience, including experience with Washington State SAAM guidelines, RCW’s, WAC’s, and other state policies and procedures. 
  2. State reporting systems: AFRS, Enterprise Reporting, or Web Intelligence
  3. Analyzing and interpreting financial reports in order to adjust entries, correct discrepancies and prepare documents; research transaction records and other fiscal records to ensure accuracy.


Option 2: A Bachelor's degree or higher in Accounting, Business Administration or closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) college-level coursework in accounting, auditing, budgeting, or finance AND one (1) year of experience in accounting, budget or auditing.


Additional Required Knowledge, Skills, Abilities, and Experience

  • Microsoft Excel – to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs. 
  • Microsoft Word – to create, format, and edit tables, charts and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.


Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Twelve (12) or more Semester hours, or eighteen (18) or more Quarter hours of college-level accounting, auditing, or budgeting course work.
  • Two years’ experience working in WA State Financial systems: Agency Financial Reporting System (AFRS), Enterprise reporting, Web Intelligence.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.


Work Setting:

  • Exposure to hazards is limited to those commonly found in indoor at home or office environments. This position is sedentary, working at a computer for extended periods.
  • The position requires repetitive use of a computer, inputting data and navigating a database, creating and modifying electronic documents, and using email and the internet. 

Schedule: 

  • Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.
  • The position requires regular in-person attendance (2 days per week) to perform duties on-site at the Tumwater, WA campus. When not working on-site, this position may work from home, a DOH office, or an alternate location.

Travel Requirements: 

  • Infrequent travel is required to meet with customers, provide/participate in-person training, conduct community outreach, etc., locations for travel include DOH facilities in Shoreline and Tumwater, WA.
  • When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

  • This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.
  • This position requires reliable access to an internet connection sufficient to perform all job duties remotely.

Customer Interactions:

  • The position regularly requires engaging with customers in a variety of settings; examples include agency staff, agency managers, agency supervisors, local health jurisdictions, federal government, State Board of Health, external partners, statewide professional associations.
  • The position requires interactions primarily in writing with customers, some of whom may be upset, frustrated, or irate.

Other:

  • This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
