Brief Job Description:

General Job Description

Performs complex staff services work under the general supervision of the Assistant Accounting Director to provide advanced professional administrative work and technical support in Accounting Section of CFO Division. Position supports managers with human resource tasks in recruitment, onboarding and offboarding of staff. Work includes, but is not limited to, purchasing, receiving, training, records management, and property management. Creates and maintains org charts. Use discretion and maintain strict confidentiality of sensitive information. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned. Works a regular and predictable work schedule with the ability to work onsite. Arrives no later than 8:30 and leaves no earlier than 5pm.

Essential Job Functions (EJFs):

EJF 1 – 15% Recruitment Support

Support managers in preparing job postings, schedule interviews and assessments, screening applications and conduct assessments. Reserve conference room and greet applicants for onsite interviews and assessments. Serve as interview scribe and recruiting partner

EJF #2 – 25% Onboarding and HR

Conduct and oversee onboarding of new hires and transfers. Perform necessary steps to ensure incoming staff receive badge, supplies, keys, equipment, and access needed to perform job. Assist with new employee orientation. Ensure mandatory training occurs. All spreadsheets related to onboarding are updated.

EJF #3 – 20% Offboarding

Coordinate and assist with processing of separating employees, including transfers. Perform steps necessary to ensure outgoing staff are separated within agency guidelines. Steps include immediate deactivation of badge and software access, return of state property issued. Update all spreadsheets related to offboarding.

EJF 4 – 15% Office Administration

Maintain current position descriptions of section and coordinate an annual review by managers. Notify staff of required training. Maintain org charts, business flow charts and excel spreadsheets. Monitors shared email box and process requests timely. Maintain leadership calendars. Schedule and coordinate meetings. Input requisitions in CAPPS FIN, track and certify receipt of order for invoice payment. Maintain inventory list of all policies and procedures and coordinate an annual review by business owner. Maintain records and filing system in accordance with records retention. Maintain Accounting Section SharePoint and DSHS intranet sites.

EJF 5. 15% General

Serves as subject matter expert for SSO EJFs. Prepare, edit, and distribute correspondence, reports, forms, and documents. Ensure SSO procedures are documented and remain current. Audit work for accuracy. Present a professional manner, works cooperatively with others and maintains an organized work area Routes and retains paperwork per agency guidelines and procedures. Follow enterprise requirements to perform EJFs. Perform tasks accurately and within designated time-period. Ensure back-up is cross trained on tasks. Maintain a working knowledge of rules and regulations for privacy requirements and handling sensitive data. Use discretion and maintain strict confidentiality of sensitive information. Elevate issues as needed, communicating in writing anomalies to supervisor immediately.

EJF 6. 5% Asset Management

Track and coordinate maintenance of property. Submit work orders, process entry, and security requests. Assist with relocations. Coordinate building, IT, copier, phone, and key requests. Reserve conference rooms. Track DSHS assets in Accounting Section. Receive and distribute orders and supplies.

EFJ 7. 5% Other Duties as Assigned.

Serve as back-up for other positions and division as needed; assist in development of and participate in special projects; Performs related duties as assigned that include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or continuity of operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Office management and human resource administration.
  • English grammar, spelling, writing style and basic math.

Skill in:

  • Critical thinking.
  • Effective communication, both verbally and in written form.
  • Developing, writing, editing and proof-reading documents.
  • Analyzing and evaluating complex program and policy issues.
  • The use of a computer and related equipment
  • Microsoft Office Suite to include Word, Excel, Visio, and Powerpoint.

Initial Selection Criteria:

Preferred: Graduation from an accredited four-year college or university with major course work in a field relevant to position. Experience and education may be substituted for one another. Two years of experience in general office work. Six months humans resource administration and onboarding new employees. Experience using Word, Excel Visio and PowerPoint. Experience creating organizational charts. Required: Longevity of one year in recent previous positions and types 40 wpm with no errors.
