Join the Louisiana Department of Health’s dynamic Office of Management and Finance as a leader on the Vendor Payments team, supporting the financial operations of Louisiana’s largest state agency with a budget exceeding $19.8 billion. The position plays a key role in funds disbursement, expenditure control, accounts payable, and the development and implementation of accounting policies and procedures in compliance with state and federal regulations. Requirements

Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Prepare and approve multiple types of complex vendor and provider accounts payable classification documents, journal vouchers, adjustments, and refund requests for input into the LaGov system to ensure accurate classification. Reviewing and approving transactions entered in the LaGov system. Prepare internal reports utilizing specialized software.
  • Assists in the development, design, and implementation of new payment systems and the enhancing of existing systems. Prepares and analyzes reports to ensure consistency and accuracy of unit production and identifies problem areas in an effort to increase efficiency and expedite the disbursement process. Processes positive pay file transmissions and resolves any related exceptions.
  • Communicates effectively both verbally and in writing with LDH customers, providers, and executive management regarding inquiries on transactions, payments, refunds and all other financial transactions occurring within the Vendor Payments team’s daily workflow. Maintain Accounts Payable records which ledgers and subsidiary ledgers that account for receipt of funds for retainages, penalties, and funds being withheld from providers for various types of compliance issues.
  • Responsible for the development, maintenance and dissemination of policies and procedures relative to vendor payments. Assist in the preparation of the Vendor Payments team’s monthly and yearly close process by compiling and assembling complex reports based on data retrieved from various financial systems. Draft and maintain desk procedures, provide training, monitor productivity, offer technical assistance and information to new staff and assigned back up staff.
  • Develops, schedules and presents training to LDH staff on policy and procedure relative to vendor payments. Provides technical assistance and guidance to LDH program administrators and personnel relative to vendor payment issues.
