The Louisiana Department of Health is seeking an advanced fiscal professional to support centralized cost allocation, federal financial compliance, and allocation-related financial reporting activities impacting multiple state and federally funded programs.

This position performs complex analytical, reconciliation, and reporting duties associated with statewide cost allocation processes, federal grants, payroll and non-payroll allocations, financial reporting, and allocation-related compliance activities. The position works collaboratively with Financial Reporting, Budget, Human Resources, grants management staff, and program leadership to support accurate and compliant fiscal operations within LaGov.

Ideal candidates should possess strong analytical and problem-solving skills with experience in governmental accounting, federal grants management, financial reporting, reconciliation, data analysis, or cost allocation-related activities.

Requirements

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Statewide Cost Allocation Administration and Technical Analysis
  • Analyze, evaluate, and interpret statewide cost allocation statistics, allocation methodologies, and financial data to ensure compliance with approved cost allocation plans, federal cost principles, and agency fiscal requirements. 
  • Independently review and reconcile complex payroll and non-payroll allocation transactions impacting multiple funding sources, grants, and LDH agencies. 
  • Evaluate allocation drivers, coding structures, means of finance, grant assignments, and organizational structures to determine the appropriateness of allocation distributions and identify required corrective actions. 
  • Research, analyze, and resolve complex allocation discrepancies, funding issues, and allocation exceptions affecting federal reimbursement and financial reporting. 
  • Execute and validate monthly and annual statewide allocation processes within LaGov and evaluate resulting financial impacts on agencies, grants, and funding streams. 
  • Evaluate shared funding methodologies and allocation structures to ensure equitable and compliant distribution of administrative costs among benefiting programs and funding sources. 

Financial Reporting, Reconciliation, and Federal Funding Analysis
  • Prepare and review complex allocation schedules, reconciliations, journal entries, and supporting financial analyses. 
  • Analyze allocation-related financial activity to ensure consistency between allocation records, grant expenditures, general ledger balances, and financial reports. 
  • Research and resolve allocation-related accounting issues impacting AFRs, FFRs, CMS reporting, and other federal or state reporting requirements. 

Preferred Experience:
  • Governmental fiscal/accounting experience
  • Experience with LaGov/SAP or other governmental accounting systems
  • Internal control, reconciliation, or financial reporting experience
  • Experience in a centralized governmental fiscal environment
  • Analytical/statistical experience related to enterprise fiscal operations
