This position serves as the supervisor of the Healthcare Workforce Analysis Program within the Office of Rural Health and Primary Care (ORHPC). The incumbent is responsible for managing the overall vision, direction and general operations of the Healthcare Workforce Analysis Program. The incumbent provides research, evaluation, and policy leadership on healthcare workforce issues, and oversees the planning, designing, organizing, executing, and developing of methods and procedures for completing complex healthcare workforce research projects.
The incumbent directly supervises program research staff, is responsible for the data collection enterprise and data stewardship and manages strategic relationships with other workforce stakeholders such as health licensing boards, health provider professional organizations, hospitals and health systems, other state and national partners. The incumbent will represent MDH in public forums, including presentations at research conferences, responding to media and/or legislative requests.  
 

Primary responsibilities include:

  • Lead and direct the Healthcare Workforce Analysis Program to provide timely, quality healthcare workforce data collection, analysis, research insights and dissemination to ensure a strong health care workforce for Minnesota.
  • Supervise and manage the Healthcare Workforce Analysis Unit staff and resources per state and MDH employment policies and guidelines to ensure productivity, efficiency, and high performance to support the overall mission of ORHPC and MDH.
  • In coordination with management, oversee, monitor, and analyze the program budget and provide other administrative and organizational functions in order to assure alignment with ORHPC and MDH direction.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.

MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities. 

This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.

Minimum Qualifications

To ensure appropriate crediting of experience, all minimum qualifications must be clearly documented within the resume or CV.

Four (4) years of experience conducting research involving data collection, survey design, and analysis. Experience must include each of the following:

  • Designing and implementing surveys or other data collection instruments used for research, program evaluation, or workforce analysis.
  • Analyzing quantitative and/or qualitative data to produce research findings, reports, or data summaries used to inform programs, policy, or decision-making.
  • Preparing and presenting research results through written reports, presentations, or other dissemination methods for stakeholders, leadership, or public audiences.

In addition to the experience above, one (1) year of demonstrated leadership experience in a lead or supervisory capacity.

Demonstrated leadership experience may include:

  • Experience as a supervisor, lead worker, team lead, or project lead.
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4, Everyday Leaders).
  • Completion of a similar or equivalent leadership development program through another organization.
  • A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG), that includes at least one year identifying issues, goals, and strategic actions and a minimum 100 hours per year time commitment.

A related master’s degree may substitute for eighteen (18) months of experience; bachelor’s degree may substitute for twelve (12) months of experience; and associate’s degree may substitute for six (6) months of experience.

Qualifications to be assessed during the interview phase:

  • Demonstrated ability to lead and manage professional research staff to achieve program goals.
  • Ability to interpret complex research findings and translate them into actionable insights for policy, program planning, or decision-making.
  • Ability to build and maintain collaborative relationships with internal and external partners.

Preferred Qualifications

  • Advanced degree in public health, health policy, economics, sociology, statistics, or another closely related social science or research field.
  • Experience conducting health workforce research or analysis, including work related to healthcare labor markets, workforce supply and demand, workforce shortages, or healthcare access.
  • Experience managing or stewarding large administrative or survey datasets, including work related to database oversight, data quality, data governance, or secure data management practices.
  • Experience presenting research findings to policy or decision-making audiences, such as legislative committees, state or federal agencies, healthcare stakeholders, or professional conferences.
