Position Overview:

Under moderate supervision, the WIC Certification Specialist II (WCS) provides specialized services to promote health and support the operations of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Individuals in this role will be responsible for determining eligibility for WIC benefits, performing administrative tasks, assisting with nutrition services, providing breastfeeding counseling, offering referrals, and leading and training other team members. In addition, this role is authorized to approve formulas as a Formula Certified WIC Certification Specialist (FC-WCS).The WIC Certification Specialist II must have in-depth knowledge of the WIC program guidelines, criteria, and benefits, as well as possess excellent communication, leadership, and customer service skills.


Duties & Responsibilities:

  • WIC Services: Determines income and program eligibility for WIC applicants, assesses and approves non-contract formulas within Texas WIC policy, and issues food benefits to WIC participants.
  • Administration: Manages front desk operations by scheduling appointments, answering phone calls and emails, and assisting customers as needed.
  • Nutrition & Education Services: Provides nutrition counseling to low-risk WIC participants and delivers breastfeeding education through individual and group sessions, including issuing and explaining breast pump usage.
  • Health & Risk Assessment: Performs blood iron level checks and anthropometric measurements, reviews growth charts, and assigns risk codes appropriately.
  • Community Outreach & Referrals: Conducts community outreach and refers low-risk clients to appropriate resources.
  • Professional Development: Obtains at least five (5) hours of Texas State Agency-approved continuing education annually to maintain certification as a Texas WCS.
  • Leadership: Offers guidance, mentorship, and training to the junior-level WIC Certification Specialist (s), providing additional assistance and resolving complex issues.
  • Performs other duties as assigned.

Requirements

Education:

  • High school diploma or G.E.D

Licensure:

  • Valid Texas Driver's License
  • WIC Certification Specialist (WCS) certificate issued by Texas Health and Human Services (HHSC) WIC program
  • State Formula Certified certificate issued by Texas Health and Human Services (HHSC) WIC Program

Experience:

  • At least four (4) years of experience working in a WIC program, including one (1) year as a WIC Certification Specialist (WCS)

  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Excellent communication skills (verbal & written)
  • Ability to demonstrate good judgment when needed to resolve any client concerns
  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment
  • Ability to maintain confidentiality when dealing with sensitive information
  • Ability to identify customer needs and expectations and respond in a timely and effective manner

Qualifications

Language:

  • Bilingual in English and Spanish

Position Type and Typical Hours of Work:

  • This is a part-time, grant-funded position.
  • Days and hours of work are typically Monday through Friday from 8:00am to 5:30pm, and one Saturday per month.
  • Must be willing to flex work hours when required, including weekends.
  • Able to travel within Harris County as needed.

Work Environment:

  • This job operates in a professional clinic environment which routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

  • This is an active role with a high level of movement throughout the facility. Some duties would require the ability to lift up to 20 pounds. This job requires bending and standing for long periods of times.
