Job Description:

DHHS has an exciting role that offers the opportunity to lead statewide planning, implementation, and evaluation of our hepatitis program, ensuring it aligns with both state and federal standards.

As the Viral Hepatitis Program Specialist, you'll play a vital part in expanding access to hepatitis C testing, education, and care by supporting providers, community organizations, and correctional partners.

Job Duties
The Viral Hepatitis Program Specialist will:

  • Lead statewide planning, implementation, and evaluation of Nebraska’s viral hepatitis program in alignment with state and federal requirements.
  • Strengthen access to hepatitis C testing, education, and linkage-to-care by supporting providers, community organizations, and correctional partners.
  • Develop, establish, and manage provider agreements to expand testing, training, peer-to-peer education, and CME-supported learning opportunities.
  • Collaborate with the viral hepatitis epidemiologist to review surveillance findings and apply data to program policy, guidance, and public health action.
  • Support outbreak preparedness and response for hepatitis A, B, and C through coordination with epidemiology, local health departments, and statewide partners.
  • Prepare and submit grant applications, annual progress reports, and federal/state documentation required for program funding and compliance.
  • Monitor the viral hepatitis program budget, including procurement, payment processing, and resource allocation.
  • Serve as a lead coordinator of Nebraska’s syndemic approach by integrating viral hepatitis activities with HIV and STI program initiatives.
  • Develop and deliver presentations, educational materials, and outreach resources to stakeholders and the public to support viral hepatitis prevention and elimination.


 

Requirements/Qualifications

Minimum Qualifications: Bachelor's degree of equivalent coursework/training in public administration, social/behavioral sciences, healthcare, human services, or other program-related field. Professional experience working in a human/social service or healthcare agency with responsibility for planning or evaluation, program and/or fiscal responsibility and monitoring, or work with operational policies and procedures may substitute for educational requirement.

Preferred Qualifications: Post-high school coursework, training, or experience in community or public health; federal grant writing and reporting; contract management; experience working in any level of government, especially working with federal or state rules or regulations.

Other: Valid Drivers License.

Knowledge, Skills, and Abilities:

Knowledge:
Public health principles and practices; infectious disease prevention and control (especially viral hepatitis, HIV, and STIs); evidence-based decision-making; program planning and evaluation; project and time management; federal and state public health laws and grant requirements; budgeting and fiscal management; contract and agreement development; quality assurance and performance improvement; health equity and syndemic approaches; community engagement strategies; and a natural curiosity that drives continuous learning.

Skills:
Clear, culturally responsive communication with diverse groups and individuals about sensitive health topics; presenting complex concepts in engaging and accessible ways; building strong professional relationships with providers, partners, and community groups; writing grants, reports, policies, and educational materials; delivering presentations and trainings; conducting outreach and stakeholder engagement; collaborating across programs and disciplines; and proficient use of computer programs and applications (e.g., Microsoft Word, Excel, Outlook, PowerPoint, SharePoint, Webex, Teams, and program data systems).

Abilities:
Imagining possibilities and translating them into actionable public health strategies; thinking critically and creatively to solve problems; working independently under limited supervision while contributing collaboratively within teams; asking thoughtful questions and demonstrating a willingness to learn; adapting to evolving program needs and emerging trends; exercising sound judgment; summarizing and communicating complex information in everyday language; maintaining productive working relationships with internal and external partners; navigating multiple priorities with flexibility; and sustaining professionalism, empathy, and a sense of humor in a dynamic public health environment. Demonstrating a strong willingness to learn and grow in subject-matter expertise; prior experience with viral hepatitis is beneficial but not required.
