Tuberculosis (TB) Program Manager (Executive Officer 2)

The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Immunization and Tuberculosis is seeking a TB Program Manager to join our team!

The Tuberculosis (TB) Program Manager provides statewide leadership for Iowa’s TB prevention and control efforts by directing program operations, establishing annual goals, and ensuring compliance with state and federal requirements. This position is responsible for conducting program evaluations, audits, and assessments, identifying areas of concern, and implementing corrective actions when necessary. The role includes coordinating with state and federal agencies on policies affecting TB control, developing and revising administrative rules, and preparing position papers, fiscal notes, and other materials for legislators and stakeholders. 

The Program Manager communicates program information to the media, healthcare professionals, and the public, and represents Iowa at both state and national meetings. Additional responsibilities include overseeing CDC grant applications, budget justifications, and progress reports, as well as developing, negotiating, and monitoring contracts with laboratories, pharmacies, and local public health agencies. The position also leads the development of educational materials and reporting tools and provides technical assistance to clinicians, nurses, and infection control professionals across the state. 

The Program Manager collects and analyzes TB surveillance data, monitors trends, evaluates Iowa’s performance relative to national benchmarks, and initiates program improvements when objectives are not achieved. The role further involves reviewing significant or unusual TB cases, coordinating investigations with epidemiologists and the CDC, and ensuring program policies align with CDC guidance and state and federal regulations through collaboration with legal counsel and departmental leadership

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management. 

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. 

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education. 

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
