Brief Job Description
Under the supervision of the PHR 6/5S Tuberculosis (TB) Program Manager, the Case Registrar Performs highly complex (senior-level) public health work and is responsible for collecting, reporting, and conducting surveillance procedures for TB case registry activity. Works closely with TB Program staff, other DSHS programs, TB and Hansen’s Disease Section, laboratories, local health departments, hospitals, correctional facilities, military installations, physicians, and other providers involved in TB activities. Performs public health work in reviewing and evaluating TB reporting and surveillance data for PHR 6/5S. Responsible for submitting reporting information in accordance with DSHS policies/protocols and Centers for Disease Control and Prevention (CDC) recommendations. Maintains and updates Regional Case Registry with case/suspect information to ensure appropriate reporting, management and disposition of patients and data in the National Electronic Disease Surveillance System (NEDSS) database. Assists in generating program reports and statistical data on performance outcomes and epidemiological information. Responsible for reporting all referrals from US Immigration and Customs Enforcement facilities (ICE) and interjurisdictional transfers from other PHRs within Texas. Serves as the primary contact for all interjurisdictional notifications (IJNS) and maintenance of IJN data in coordination with DSHS IJN Coordinator. Utilizes various software and web-based programs to include TB GIMS, NTIP, EDN and NEDSS, Microsoft Word, Outlook and Excel. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions
REPORTING AND SURVEILLANCE (40%) - The position of Case Registrar develops goals and objectives for public health data collection and coordinated with state subject matter experts on the methods and types of information to be submitted to the CDC. Monitors and reviews surveillance data to ensure prompt reporting for disposition of suspects/cases/LTBI in the NEDSS database. Maintains a local registry of referrals/patients for documentation and statistical purposes. Prepares and monitors referrals for reported B1/B2 refugee waiver and reports alien waivers to State TBED. Reviews/evaluates laboratory reports by utilizing State Lab Cohort and working with local health departments, hospitals, reference labs for TB cases with positive cultures and drug susceptibilities for the purpose of updating reported cases and identifying unreported cases. Prepares referrals/reporting on client record information for all clients who transfer into/out of the region, submits to the receiving agency, works with other PHRs, local health departments and out-of-state health departments to ensure appropriate tracking, assure continuity of health care services and uninterrupted drug therapy for TB cases and contacts. Responsible for the collection of data from DSHS clinics, local health departments and other community health providers, to ensure appropriate program reporting. Generates required programmatic reports monthly. Prepare statistical data graphs/charts to evaluate the effectiveness of program activities and outcomes. This position documents the application of care to align with standards and policies for the effective and efficient rendering of public health services and the enforcement of public health laws and regulations. Also defines criteria for reporting and completion of reporting forms. Conveys interpretation of policies and protocols for services regarding reporting and surveillance activities.
TECHNICAL ASSISTANCE (25%) - Provides technical assistance to local health departments, providers, and other healthcare partners by defining criteria for reporting and completion of reporting forms. Conveys interpretation of policies and protocols for services regarding reporting and surveillance activities. Provides training for DSHS and local health department staff, correctional facilities, hospitals, physicians and community health care providers in the area of reporting procedures according to DSHS and CDC guidelines. Works with public health nurses and other health care providers in determining trends and resolving technical problems. Assists with the orientation and regular training for public health staff.
INVESTIGATIONS (20%) - Participates in large Contact Investigations. Ensures completeness and accuracy of information in NEDSS. Assist in the preparation of the statistical data for evaluation of program activities/outcomes. This position analyzes data for planning and coordinating of public health intervention. The Case Registrar reviews information pertaining to high consequence investigations and coordinates appropriate action, which can include education. Maintains local files to keep an official copy of patient records and Case reports. Provides support to clients/patients on necessary forms and documentation.
QUALITY ASSURANCE (10%) - Serves as the Quality Assurance (QA) contact for the TB Program, trains and provides assistance to designated local Chapter 89 facilities. Receives and reviews all Correctional Tuberculosis Screening Plans and submits to DSHS TB and Hansen’s Unit. Receives all monthly Jail Reports and reviews NEDSS data to ensure accuracy and completeness in accordance with DSHS policy and CDC recommendations. The position recommends courses of action for correcting violations of TB Screening plans submitted by entities regulated under Chapter 89 of the Health & Safety Code.
OTHER DUTIES (5%) - Performs other duties as assigned which may include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or COOP activation. Such participation may include an alternate shift pattern assignment and/or location.

Travel is usually scheduled in advance to allow for advance planning.
