This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by promoting equitable social, economic, and environmental conditions to achieve optimal health, mental health, and well-being for all.

The Health Program Manager II (HPM II) reports to the Advancing Community Equity (ACE) Branch Manager and works in close collaboration with the CDPH Tribal Liaison within the Office of Health Equity. The HPM II will manage the Tribal Affairs Section and will serve in a senior-level capacity to coordinate CDPH Tribal affairs efforts, provide guidance to Centers/Divisions/Offices on issues affecting Tribes in California, and foster positive government-to-government relationships. The incumbent will play a crucial role in developing and delivering Tribal affairs training, Tribal consultation guidelines, and communicating and strategizing with leadership. This position requires the ability to work independently, communicate effectively and with cultural humility, and provide direction and oversight of staff and team projects/initiatives. Daily proficient utilization of the Microsoft Office Suite and regular statewide travel are required.

People with lived expertise of health inequities impacting Tribes and American Indian/Alaska Native communities are particularly encouraged to apply.

This is a hybrid in-office/telework position. Up to 20% travel may be required for the position, including occasional travel to Sacramento or the San Francisco Bay Area. Please be aware that the application and hiring process may take approximately six months.

This position is pending Human Resources Division approval.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

  • Ability to identify and analyze complex program implementation problems and develop creative and effective solutions
  • Skill at engagement with representatives of all levels of government
  • Excellent verbal and written communication skills
  • Ability to utilize office systems and computer applications such as Microsoft Office Suite
  • A professional, courteous, and positive demeanor
