Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by maintaining a proactive culture of quality improvement and leveraging data and technology to enhance services.

The incumbent works under the broad administrative direction of the Research Scientist Manager of the Program Evaluation and Data Systems (PEDS) Branch. The Research Scientist Supervisor II (RSS II) will supervise the Home Visiting and Systems Evaluation (HVSE) Section. The HVSE Section implements data systems and conducts a variety of program evaluations to determine the reach, fidelity, outputs, outcomes, and impact of the California Home Visiting Program (CHVP) and other Maternal, Child, and Adolescent Health (MCAH) programs. The RSS II oversees the development of information systems to support the implementation of local and state program evaluation efforts.

The incumbent will participate in the development and analysis of long-range strategies and plans for MCAH programs and in the development and analysis of health policies based on the findings of evaluation studies. The incumbent will be responsible for the management of studies conducted as part of the HVSE, including overall supervision of scientific staff, recruitment and training, and implementing the various HVSE functions according to the policies and procedures established by the CDPH. The incumbent must demonstrate a high degree of scientific research expertise in the field of program evaluation, data system development, and administrative ability in conceptualizing, implementing, budgeting, and managing complex evaluation studies. Up to 5% travel is required for local agency site visits, statewide, or national meetings and may include overnight stay(s).

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience working with maternal, child, and adolescent health data

• Experience with data system configuration, data management, contracting, and working with State of California information technology requirements

• Experience with principles of program implementation fidelity monitoring and quality improvement

• Experience with a variety of program evaluation methods, such as environmental scans and formative, implementation, and outcome evaluations

• Experience working with local public health agencies, other State Departments, and federal funders, including meeting federal reporting requirements

• Excellent oral and written communication skills

• Ability to lead and direct teams using strengths-based approaches
