In this position, you’ll lead critical policy research and analysis, develop compelling materials for senior leadership, and help shape initiatives that improve outcomes for communities across Louisiana.

You’ll collaborate with executive leadership, communications, and legislative teams to drive meaningful change—translating complex policy into actionable strategies, public messaging, and measurable results. As a leader, you’ll oversee key policy initiatives, manage a team of professionals, and guide the development and execution of agency-wide business plans and performance outcomes.

Requirements

Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Conducts in-depth policy research and analysis to develop briefings, reports, and recommendations that support executive decision-making and drive quality improvement initiatives

  • Drafts, edits, and compiles a wide range of materials including policy memos, correspondence, stakeholder engagement plans, advocacy materials, and speeches aligned with departmental priorities

  • Collaborates with internal subject matter experts, communications leadership, and legislative affairs to align policy development with operational needs, public messaging, and regulatory priorities

  • Evaluates existing policies and programs to assess effectiveness, identify gaps, and recommend evidence-based improvements to better serve constituents

  • Provides technical guidance and policy recommendations to program offices and Medicaid to enhance operational efficiency, compliance, and service delivery

  • Leads the development, implementation, and monitoring of business plans and performance outcomes, ensuring alignment with strategic goals and continuous improvement efforts

  • Supervises staff and manages key policy initiatives by coordinating activities, tracking progress, and preparing regular and ad hoc reports for senior leadership
