Join the Louisiana Department of Health’s Office of Aging and Adult Services as a Statewide Program Manager 1 (Nursing Facility Clinical Liaison) and play a pivotal role in shaping the quality of care for thousands of nursing facility residents across the state. Requirements

Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Manages statewide Clinical CMP Funds programs, including project development, implementation, and monitoring of clinical quality improvement initiatives in nursing facilities.

  • Monitors revenues and expenditures of the statewide CMP Funds budget to ensure financial accountability and proper use of funds.

  • Provides clinical guidance and assistance to nursing facilities to help them access and effectively utilize CMP Funds.

  • Establishes program goals and develops organizational plans to implement clinical quality improvement projects across nursing facilities statewide.

  • Develops monitoring tools to assess nursing facility level of care determinations conducted by OAAS.

  • Designs monitoring tools to evaluate Preadmission Screening and Resident Review (PASRR) determinations performed by contractors and OAAS staff.

  • Serves as a statewide clinical liaison for nursing facilities, associations, task forces, work groups, councils, and coalitions addressing services for aging and disabled adults.

  • Travels statewide to nursing facilities to build relationships with staff, assess quality improvement needs, and facilitate meetings to review performance and surveys.

  • Develops and implements current and long-range plans, policies, and procedures to support statewide nursing facility improvement and remediation initiatives.

  • Provides technical assistance and legislative guidance to LDH/OAAS regarding pending nursing facility legislation, advising on best practices, potential impacts, and suggested legislative actions.

Preference: The ideal candidate should possess an RN license or have relevant clinical experience.
