Brief Job Description:
Performs complex (journey-level) staff services work for the Staff Services Group in the Laboratory Business Operations Unit (LBOU) for the Public Health Laboratory Division (PHLD). Work involves planning, coordinating and performing work in human resources support, travel, training, records management, purchasing, and fleet management. Performs duties as member of a team providing administrative support and technical assistance to the Laboratory Business Operations Unit and Public Health Laboratory Division. Works under the general supervision of the Staff Services Group Manager in the Laboratory Business Operations Unit, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJF 1. (30%) Provides human resources support and technical assistance. Monitors the Lab Staff Services inbox and responds to inquiries/requests for assistance. Answers general policy and procedure questions on new hires, laterals, promotions, transfers, and separations. Refers sensitive/confidential matters outside of expertise to more senior staff. Coordinates new employee paperwork for PHLD. Assists new hires in the completion of required forms, including I-9s, and benefits. Submits forms to the HHS HR Records Management Unit and the HHS Benefits Coordinator. May maintain electronic personnel records, which includes performing records retention work and disposal according to the agency retention schedule. Submits requests to add/remove laboratory building/campus access to the TFC Badging Office. Coordinates and documents the distribution of regular and supplemental payroll. Submits requests to create, change, rehire or terminate non-employee identification numbers for contractors, temporary personnel, unpaid interns and volunteers needed for information technology system and security access. Develops and tracks days and hours worked by temporary personnel used for quarterly contract workforce reports. Collects, compiles and distributes updated phone list to PHLD staff and security guards monthly. Prepares reports and participates in the development of policy or procedures as needed.
EJF 2. (25%) Serves as the Lab Travel Coordinator and liaison with the DSHS Travel Office and the Lab Fleet Manager and liaison with the HHSC Fleet Management Office (FMO). Monitors the Lab Travel inbox and responds to inquiries/requests for assistance. Disseminates information on DSHS Travel Authorization and Reimbursement policy and procedures. Prepares and conducts training for new travelers. Serves as an Alternate Preparer in the eTravel System and enters travel authorizations, advance requests, and claims on behalf of division travelers in compliance with policy. Completes additional travel forms as needed and obtains required approvals. Uses the National Travel Systems Online Booking Tool to request central billed airline reservations once travel authorization has been approved. Uploads required receipts and forms in eTravel before routing claim for approval/processing. Develops and uses spreadsheets to track travel for PHLD. Verifies driver eligibility through the Driver Record Request System (DRRS) administered by the FMO before releasing fleet vehicles to staff. Maintains documentation of fleet vehicles, including vehicle usage, fuel usage and maintenance/repair records. Enters Monthly Use Reports (number of trips, stops and passengers) and maintenance/repairs for each vehicle into the fleet system. Reconciles gas receipts against invoices monthly. Prepares reports and participates in the development of policy or procedures as needed.
EJF 3. (25%) Coordinates tracking system for PHLD staff training and professional development. Develops and maintains Training & Professional Development content on the Lab Staff Services SharePoint site. Provides logistical support for training sessions, including procurement, room reservations, scheduling, sign-ups, preparation, and collecting feedback. Researches training and professional development opportunities for PHLD staff, and makes recommendations to management for sessions and curriculum. Communicates training and professional development opportunities to PHLD staff via email and printed materials. Prepares reports and participates in the development of policy or procedures as needed.
EJF 4. (10%) Provides administrative support to the Laboratory Business Operations Unit as requested. Assists with analyzing internal processes and recommending and implementing procedural changes to improve operations. Processes and submits purchase requests and maintains inventory of supplies needed. May submit requests for copier repair/supplies and work orders to Lab Building Coordinator for building maintenance.
EJF 5. (5%) Responds to requests for open records. Maintains files, records, and records management systems, and ensures staff appropriately dispose of records according to the agency retention schedule.
EJF 6. (5%) Performs other duties as assigned. Per DSHS Policy CD-JS-2023.03, employees are expected to support the agency’s mission to be responsive during time of disaster affecting Texas. In the event of a disaster, this position will assist in work to maintain continuity of operations of the agency which may require an alternate shift pattern assignment and/or location. Safe operation of either a state-owned vehicle or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management and Procedures and standards developed by the Texas Department of Public Safety.
Knowledge, Skills and Abilities (KSAs):
Knowledge of system and agency policies and procedures related to human resources, travel, training, purchasing, fleet management, and records retention; the methods, principles, and practices of the agency; and office management and administration.
Skill in the use of a computer and applicable software (i.e., Adobe Acrobat, Outlook, Word, Excel, PowerPoint, Visio, Microsoft Teams and SharePoint) to store and share information and collaborate with others; in oral and written communication; in proofreading and editing documents; in problem solving; and in prioritizing and handling multiple tasks.
Ability to explain policies and procedures to staff; to maintain confidential and sensitive information; to establish and maintain effective working relationships; to create and maintain a filing system with complex records; and to communicate effectively. Ability to establish priorities and meet deadlines. Ability to prepare comprehensive, concise and accurate reports.
Registrations, Licensure Requirements or Certifications:
Must possess a valid Class C Texas Driver’s License or equivalent license from another state.
Initial Screening Criteria:
- Experience in staff services officer functions, including human resources support or personnel activities, travel, fleet management, coordinating assignments, open records requests, and/or security rights (badge, computer, etc.).
- Experience using Microsoft Office, including Outlook, Excel, PowerPoint, Teams, SharePoint and Word.
- Experience in providing technical assistance and administrative support to management or staff.
- Experience preparing reports, presentations and/or documents for upper management review.
- Prefer experience in working with confidential records or information.
