Brief Job Description:

Performs highly complex (senior-level) managerial work administering the daily operations and activities of Staff Services Group functions for the Laboratory Business Operations Unit (LBOU) in the Public Health Laboratory Division, including human resources support, staff training and professional development, processing travel authorizations and reimbursements, fleet management, and records management. Evaluates the assigned business functions and makes recommendations for improvements to the Laboratory Business Operations Unit Director.  Serves as a liaison to DSHS Executive Operations and Support, DSHS Business Support and Planning, HHS Human Resources, HHS Training, and HHS/DSHS Legal.  Represents LBOU at meetings and in workgroups. Oversee the preparations of various management reports, forms and documents for human resources actions requiring DSHS Executive approval. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Manages the daily operations and activities of Staff Services Group functions, including human resources support, staff training and professional development, processing travel authorizations and reimbursements, fleet management, and records management. Supervises assigned staff.  Recruits, interviews, hires, develops performance standards, coaches, counsels, evaluates performance, provides training and staff development, distributes assignments, and approves schedules and leave requests.  Ensures that workload is completed in a timely and accurate manner by staff supervised. Reviews and approves forms and documents developed by employees to ensure quality and appearance, appropriate content, consistency, and responsiveness. (35%) 

Provides highly-complex technical expertise and counsel to Lab managers on issues, rules and policies related to human resources management and administrative problems related to daily operations and activities of Public Health Laboratory Division (PHLD).  Evaluates assigned business functions and makes recommendations for improvements to the Laboratory Business Operations Unit Director and other Laboratory managers. (30%) 

Serves as liaison for the Division to DSHS Executive Operations and Support, DSHS Business Support and Planning, HHS Human Resources, HHS Training, and HHS/DSHS Legal.  Represents PHLD at meetings and on workgroups related to job functions. Oversees the preparation of various management reports such as organizational charts, vacancy reports, and temporary staffing reports. Oversees the preparation of forms and documents for human resources personnel actions, including actions requiring DSHS Executive approval and actions regarding permanent and temporary staff. Coordinates employee professional development and training activities for PHLD. Completes special assignments from LBOU Director, PHLD leadership and other DSHS or HHS departments as needed. (30%)

Other duties as assigned include but are not limited to actively participating and/or serving in a   supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.  Based on your work area, consistently comply with DSHS Laboratory, local, state and federal guidelines to ensure a safe functioning laboratory. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of local, state, and federal laws and regulations relevant to staff services and job functions; and the principles and practices of public administration and management.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and the use of a computer and applicable software. Skill in coordinating activities, in the use of a computer and applicable software, in writing and editing technical reports, and in critical thinking.

Ability to interpret and apply agency policies and procedures, to analyze and solve work problems, and to provide guidance to others. Ability to manage staff services functions and activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

  1. At least 2 years’ experience in a supervisory or team lead role.
  2. At least 3 years’ experience in human resources support.
  3. Experience in providing consultative and technical assistance to management or staff. 
  4. Prefer experience in coordinating or supporting staff training and professional development.
  5. Prefer experience in preparing or overseeing staff who prepare reports, forms or documents for executive management.
  6. Prefer experience in establishing and improving processes or procedures.
  7. Prefer experience in processing or overseeing travel authorizations and reimbursements, fleet management, and/or records management.
