Brief Job Description:

Under the general direction of the Section Chief of Staff, provides complex staff services support to two Branch Managers and their staff, in the Environmental Surveillance and Toxicology Branch (ESTB) and Blood Lead Surveillance Branch (BLSB).  Work involves planning, directing, and coordinating several staff services functions to include human resources, accounting, budgeting, purchasing, information technology, training, and procurement of equipment, services and resources.  Develops and interprets policies and procedures.  Prepares and tracks purchase request for ESTB and BLSB. Works under general supervision, with moderate latitude for the use of initiative and independent judgement.

Essential Job Functions (EJF):

Plans, directs and coordinates complex staff services functions for two managers and their staff within the Environmental Surveillance and Toxicology Branch (ESTB) and the Blood Lead Surveillance Branch (BLSB).  Provides guidance and ensures compliance with applicable Section, Division, and Agency policies and procedures. Assists Branch Managers with hiring activities:  completes required forms, screens applications, schedules and participates in interviews, prepares interview/interviewer packets, and assists Branch Managers with the selection process. Coordinates personnel issues and initiates resolutions. (30%)

Work involves communicating with management and program staff to provide technical assistance on various tasks to include human resources, accounting, budgeting, purchasing, information technology, and training. Processes administrative requests and forms; ensure forms are completed accurately and according to agency policies and procedures. Prepares and tracks pruchases for ESTB and BLSB; submits requisitions, tracks status of requisitions and purchase orders, and processes payment of invoices. Assist managers with the preparation and monitoring of budget operations. (30%)

Prepares, edits, and proofreads routine and special correspondence, reports and forms. Ensures appropriate format and templates are used in accordance with agency policies. Analyzes internal administrative processes and recommends and implements changes as needed; develops new internal policies and procedures to improve operations. Coordinates responses to assignments and ensures timely submissions. Coordinates branch meetings, workshops, and training sessions. Prepares meeting agendas and handouts. Attends and participates in the Section's administrative team meetings. (20%)

Serves as the records management coordinator for the ESTB and BLSB; assures adherence to records retention policies and procedures. Maintains hard copy and electronic files, as needed. Serves as publication coordinator for ESTB and BLSB. Coordinates, tracks and submits requests for printing of educational materials. Assist with property management. Communicates with others (internally and externally) to provide information, address issues, and/or answer inquiries. (10%)

Assists Section Chief of Staff and ESTB/BLSB Managers in managing various special projects and assignments, including coordinating, negotiating, and assessing for impact on program. Provides back-up support to the Section Chief of Staff, as needed.(5%)

Performs related work as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participations may require an alternate shift pattern assigned and/or location. (5%)

Knowledge, Skills and Abilities (KSAs): 

Knowledge of agency rules, regulations, policies, procedures and practices.
Knowledge of human resources management.
Knowledge and Skills with high level computers - Microsoft Outlook, Word, Excel, PowerPoint, Access, Visio, as well as CAPPS HR and CAPPS Financials.

Skills in office and time management - organizing and planning.
Skills in proofreading and editing documents.

Ability to communicate effectively with section/branch and agency staff, the public, other governmental agencies and private organizations - verbally and in written, with accuracy.

Initial Screening Criteria:

Graduation from an accredited four-year college or university. Experience and education maybe substituted for one another on a year for year basis. 

Experience in high level computers - Microsoft Outlook, Word, Excel, PowerPoint, Access, Visio, Teams as well as CAPPS HR and CAPPS Financials.

Experience in office management, human resource administration, business administration, or customer service.
