The Office of Financial Affairs assists in the establishment of Ohio Department of Health's (ODH) long- and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department's Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision makers and provides daily monitoring and analysis of agency spending trends.

What You'll Do:

The Office of Financial Affairs (OFA) is looking to fill the position of a Sourcing Planner to lead complex, high-impact procurement sourcing initiatives that supports critical public health programs statewide. Duties include: 

Strategic Sourcing and Planning:

  • Lead strategic sourcing and acquisition planning across multiple ODH program areas.
  • Develop and execute sourcing strategies aligned with agency priorities, future demand and statewide procurement policies.
  • Identify appropriate sourcing methods based on market conditions, projects complexity and risk. 
  • Conduct market research, supplier analysis, and cost and spend trend analysis to inform sourcing decisions.

Contract Development and Management:

  • Plan and manage the full contract lifecycle from solicitation through award administration and closeout.
  • Develop solicitations, scopes of work, pricing structures, and performance requirements.
  • Coordinate pre-bid conferences, solicitation amendments, proposal evaluations, scoring and award communications.
  • Author low-risk contracts using approved templates and support higher complexity contracts in coordination with Legal. 

Stakeholder & Agency Collaboration: 

  • Serve as a liaison between ODH, other state agencies and external suppliers.
  • Partner with Department of Administrative Services, Office of Budget and Management and Office of General Counsel, and program leadership to secure approvals and negotiate contract terms.
  • Communicate procurement strategies, timelines, and outcomes to internal and external stakeholders. 

Supplier Performance, Risk and Cost Management: 

  • Monitor contract performance, benchmarks, pricing and compliance across the contract portfolio.
  • Evaluate contract and supplier risk, including insurance requirements and protections.
  • Track economic conditions and approve pricing adjustments as appropriate.
  • Recommend improvements to contract language and sourcing processes to reduce risk and cost. 

Compliance, Policy and Leadership:

  • Ensure compliance with Ohio procurement rules, policies and processes. 
  • Recommend updates to sourcing practices in response to legislative, policy or operational changes.
  • Promote supplier diversity, equity, and responsible procurement practices. 
  • Provide guidance, training, and work directions to procurement staff and team members.
  • Serve as a lead resource on complex, high-risk or high-profile procurement.

Qualifications

Position Qualifications:

42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance. 

Or

Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field AND 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing. 

Or 

Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field AND 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing. 

Or 

24 mos. exp. as Sourcing Analyst, 64512. 

Or 

12 mos. exp. as Senior Sourcing Analyst, 64513. 

Or 

Equivalent of Minimum Class Qualifications for Employment noted above. 

Additional Qualifications: 

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

  • Graduate or advanced degree in public or business administration, purchasing, contracting, acquisition management, logistics, supply chain or operations management

  • Experience developing solicitation documents (RFP, RFQ, ITB, RFI)

  • Experience in using Ohio Buys

  • Experience collecting data and conducting market and statistical analysis

  • Experience working with Stakeholders to assess needs, offer proper sourcing solutions, and problem solve

  • Experience in strategic planning and strategic sourcing

  • Experience with state and/or federal Procurement Rules

  • Experience in contract development, contractor compliance, and contract management

  • Experience in leading and prioritizing projects and/or teams

  • Experience defining, writing, and weighting evaluation criteria

  • Experience evaluating proposals and conducting consensus meetings

Unless required by legislation, the selected candidate will begin at Pay Grade 33, Step 1 of the OCSEA union Pay Range Schedule ($33.52 per hour), with an opportunity for pay increase after six months ($35.15) of satisfactory performance and then a yearly raise thereafter.
