This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business needs.

Requirements

The Work Unit
This work unit exists to protect human health and the environment by assuring the safe management of solid wastes at solid waste disposal sites and facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. The unit seeks and supports public involvement in making determinations that are technically sound, cost-effective, timely, and promote environmental justice. The unit works with stakeholders to institute 100 best practices to involve disproportionately impacted communities. Additionally, the unit collects, analyzes and reports on data associated with solid waste flow and materials management/recycling/reuse within Colorado. 
 
What you will be doing
This position exists to: assure adequate storage, treatment and disposal of solid waste at solid waste sites and facilities and assure adequate remediation of contaminated sites by: investigating, analyzing, and evaluating the geology, geophysics, hydrogeology, and geotechnical aspects of regulated facilities; reviewing technical data; inspecting facilities; overseeing certain activities at facilities; writing and enforcing the recommendations for certificate of designation applications and/or subsequent modifications of the design and operations plans for facilities; seek public involvement and work with stakeholders to ensure community involvement and best practices to involve disproportionately impacted communities; and providing technical expertise for the review of engineering plans and designs to ensure that activities are conducted in a technically sound, cost-effective, timely and protective manner.


Qualifications

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.  



MINIMUM QUALIFICATIONS:  
 
Experience Only:

Six (6) years professional level experience providing technical oversight of treatment and disposal of solid waste at solid waste sites and facilities, implementing solid waste regulations, and remediation of contaminated sites or closely related work associated with environmental protection. This experience must be documented in your submitted application.


OR

Education and Experience:

Graduation from an accredited college or university with a bachelor's degree in physical and/or biological sciences, environmental sciences, geology/hydrology, engineering, or a closely related field.


 AND 


Two (2)years of professional experience providing technical oversight of treatment and disposal of solid waste at solid waste sites and facilities, implementing solid waste regulations, and remediation of contaminated sites or closely related work associated with environmental protection.

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:  

  • Experience conducting site hydrogeology and/or geotechnical field investigations 

  • Knowledge of and experience working with implementing the solid waste rules and regulations

  • Knowledge of and experience with solid waste facility design, including the design of groundwater monitoring systems

  • Knowledge of and experience with the design and construction of engineering components of a solid waste facility, including liner and leachate collection systems and final cover systems.

  • Knowledge of and experience with the design and operation of landfill gas collection systems

  • Knowledge of and experience with the design and maintenance of engineered storm water control features

  • Knowledge and experience reviewing, analyzing, and evaluating technical documents

  • Knowledge and experience providing compliance assistance related to the solid waste regulations

  • Knowledge and highly proficient in all Microsoft Suite applications
