Job Description:

DHHS Public Health Division is seeking a Sexually Transmitted Infections (STI) Program Manager to provide oversight and ensure the activities performed by the health program follow applicable agency, federal, and state rules and regulations with the goal of stopping the spread of sexually transmitted infections which can have devastating effects on Nebraskans if left untreated.

Wage: $28.371 hourly to start. $29.790 hourly after successful completion of original probation.


 

Job Duties:

  • Plans, organizes, directs, and coordinates the activities of a single STI health program.
  • Evaluates and performs quality assurance functions to ensure work performed for the STI program/functions(s) is following applicable agency, federal and State rules, and regulations.
  • Plans, assigns and directs the technical/operational activities of assigned teammates and provides guidance to contract and/or sub-grantee staff and other interested stakeholders regarding the rules and regulations of the assigned program or function.
  • Plans, directs, and coordinates the collection and compilation of statistical, economic, demographic, and/or administrative data to determine the needs of people served by the STI program(s) to meet identified needs (long range planning).
  • Develops grant applications, federal and State plans and plan amendments, program impact evaluation plans, and reports.
  • Develops budget justifications and monitors STI program spending.
  • Develops and recommends new and revised statutes, rules, policies, and procedures.


 

Requirements / Qualifications

Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, education, health sciences, public health, law or related field and experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training and/or education may substitute for the Bachelor’s degree on a year-for year basis.

Preferred Qualifications:

  • Post-high school coursework, training, or experience in community or public health; federal grant writing and reporting; contract management.
  • experience working in any level of government, especially working with federal or state rules and regulations.
  • Management/Supervisory experience, budget development and monitoring experience, and STI/Infectious Diseases experience would be a plus but not required.
  • Will also consider candidates that have general program coordination skills and experience and are ability to apply it to the STI program.

Other: Valid Driver's License.

  • Business and management principles including planning, budgeting, resource allocation, and human resources.
  • Grant writing and grant administration.
  • Research techniques, planning, and evaluation.
  • Work performance or other standards of development.
  • Program analysis/evaluation.
  • Policy development.

Skills:

  • Skill in communicating to convey information so others will understand.

Abilities:

  • Plan, assign, direct and evaluate the work of assigned teammates.
  • Learn, apply and interpret agency policies and procedures relating to the assigned program or function.
  • Learn, apply and interpret State and federal laws and standards.
  • Develop and maintain effective relationships with program representatives and the public.
  • Summarize program and administrative data/statistics into reports.
  • Formulate goals and plans.
  • Manage time and workflow of oneself and that of others to meet deadlines.
  • Demonstrate professionalism.
  • Utilize basic computer software and hardware.
