Our Contracts Department ensures the efficient documents (contracts and purchase orders) of goods and services are executed for the delivery of health services. These contracts support the mission of DOH to have high-quality health care to the clients of NM.

Why does the job exist?

 
This position reports directly to the Public Health Division/Center for Public Health Operations/Center for Health Protection Contract Manager. This position provides services for contract processing to promote health and improve health outcomes for New Mexico clients. Is specialized for contract management to support services in the procurement and contract process of preparation to review and complete contracts from beginning to end. Is in compliance with state and federal regulations.

How does it get done?

 
This position will be responsible for providing high level business and administrative support to the Public Health Department Center for Public Health Operations and Center for Health Protection Contracts Program Support Bureau, including coordination and management Medical Provider Agreements, General Service Contracts, Statewide Price Agreements, Professional Service Contracts, Memorandum of Agreements, Intergovernmental Agreements, UNM agreements and other agreements. This position will process encumbrance transactions, log and monitor agreements from inception to completion. Works with Bureaus, office and program staff to ensure that all types of agreements are submitted in a timely manner in accordance with the Administrative Services Division (ASD), Office the General Counsel, Office of the Secretary, Taxation and Revenue Department, Contracts Review Board, and Public Health Division prescribed time frames. Work with Excel spreadsheets and pivot tables. Create Purchase Orders, Requisitions, and voucher payments. Extra duties may apply. Working with the PHD Contracts Manager to build internal processes and trainings for PHD staff. This position will take the CPO training to be certified. This position will be required to attend budget meetings and encumbrance meetings.

Ideal Candidate

 
The Ideal candidate must have knowledge in contracts and finance management.  This position must have experience in the NM State's financial system and be able to manage several priorities with short turnaround times.  This position must have experience with the NM state procurement code and Department of Finance and Administration rules and regulations.  This position must be able to provide expert advice on contractual agreements. This position requires multi-tasking and detail oriented.

Minimum Qualification

 
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

 
Working Conditions is office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
