Why does the job exist?

 
he Purchasing Agent shall conduct a comprehensive audit ot contracts, purchase orders/requisitions and back-up documentation for tangible goods and services, professional services, provider agreements, MOA's,  MOU's, JPA's, Sole-sources; emergency procurements; Requests for Proposals (RFP); and Invitations to Bids (1TB) among other various agreements submitted for sourcing to purchase documents in the SHARE  Financial System. The audit shall consist of, but is not limited to, compliance with Department of  Health and SHARE policies and procedures; New Mexico State Procurement Code; federal and state laws and appropriate rules and regulations. The Purchasing Agent shall ensure budget sufficiency and evaluate/ review all supporting documents in order to support the request for purchases. This service is for the Department of Health statewide. This position will advise agency purchasing agents on policies and procedures related to contracts and purchasing to ensure compliance with rules and regulations.

How does it get done?

 
This position will review all incoming requests for purchases as assigned. This position will audit/create purchase orders, change orders and contracts in the SHARE Financial system. This position may upload documents to the various websites including; sole-source; emergency procurement; Requests for Proposal's (RFP); Invitations to Bid (1TB) and contracts and payables as
required by rules or regulations. Assists agency personnel with administering Request for Proposals (RFP's), subsequent and or small purchase contracts/amendments for processional services, information technology, general services, provider agreements, MOA's, MOU's, Lease Agreements and other various contract types.

Who are the customers?

 
The position will serve Administrative Services Division staff and external staff in the field in their need to procure goods and/or services. The position will also work collaboratively with external agencies who have business with the Department of Health and with vendors who are providing services to the Department of Health.

Ideal Candidate

 
The ideal candidate will; have extensive knowledge of New Mexico State Statutes related to purchasing, the New Mexico State Purchasing Division rules and policies and the Department of Finance and Administration (Manual of Model Accounting Practices (MAPS); have extensive knowledge using software applications that maximize purchasing agent productivity; have extensive experience in the SHARE Financial Accounting System or similar procurement and/or financial management system and have experience in Requests for Proposal(RFP's), Invitations to Bid (ITB's), and sole source procurements. Knowledge, education and experience in public procurement practices and methods -Sole-Source, Emergency, Request for Proposals, Invitations to Bid, and contracts (professional, general, information technology, leases, provider agreements, MOA's, MOU's and JPA's)

Minimum Qualification

 
Bachelor's degree in Business or Accounting and Finance and one (1) year of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid driver's license.

Working Conditions

 
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
