Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by supporting data and evaluation efforts of the California Home Visiting Program (CHVP), which promotes the health and wellness of participating parents, families, and children.

The Research Scientist Staff (RSS) works under the general direction of the Research Scientist Supervisor I (RSS I) of the Home Visiting Federal Data Reporting Unit. The incumbent plans, organizes, and directs scientific research studies of a highly developed scientific scope and complexity, applies scientific approaches to critically evaluate and monitor public health program models focused on early childhood and home visiting and assesses and troubleshoots all evaluation related issues at the local and state levels. The RSS provides social/behavioral scientific leadership for configuration, maintenance and operations of home visiting data systems and coordinates development and use of analytic data sets to comply with mandated federal reporting requirements and to support program monitoring and reporting requirements. The RSS participates in the design and implementation of all phases of evaluation and fidelity studies; and/or leads complex evaluation projects, coordinating data collection, documenting and presenting findings. Utilizes scientific methods to assess community needs and develop resource allocation methodologies to support implementation of services to areas of greatest need.

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Applicants with strong scientific and evaluation skills who are proficient in Statistical Analysis System (SAS) and have at least three (3) years of experience working with complex databases.
  • Previous experience in program evaluation, program implementation monitoring, continuous quality improvement (CQI) processes, and working with state and local public health partners.
  • Seeking applicants with excellent communication and project management skills, who are self-motivated and capable of collaborating with a team of experienced researchers.
  • Professional scientific research experience in Epidemiology/Biostatistics and/or Social/Behavioral Sciences.
