Senior Business Analyst



This is a senior level job. Incumbents typically perform activities which may include: the utilization of computer software programs to store data, retrieve stored data, analyze retrieved data, and arrange results in a format that effectively supports the organization's production activities; coordinate the use of information analysis related hardware, software, and data with the organization's employees and/or the public; interface with data processing users to automate applications and/or resolve application and operating problems; help users identify better ways to utilize the system's capabilities; estimate project costs; assure deadlines are met; negotiate common standards for data formats; assess needs for data analysis related hardware, software, and data; and make recommendations to management for improving and/or maintaining effective information analysis support for the organization. Incumbents at this level resolve complex operation and/or data processing issues and may monitor system performance; make recommendations for enhancements; review systems to ensure compliance with procedures, policies, regulations; and facilitate/chair work groups, etc.

Requirements

  • Adapts automated system(s) to accommodate special and complex agency needs; designs or enhances agency unique automated systems to interface with existing systems as needed.  
  • Anticipates the impact that new or modified software will have on existing standards and systems.
  • Identifies problems or potential problem areas and recommends solutions.
  • Selects testing methods to evaluate the success of both software upgrades and modifications.
  • Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s).
  • Facilitates/Chairs work groups, teams, and/or meetings. Creates a positive environment, evaluates group processes, recommends solutions or alternatives, etc.
  • Audits and reviews systems and practices to ensure compliance with procedures, regulations and standards.
  • Reviews and/or inspects work for quality, accuracy, and completeness.
  •  Recommends user level computer system enhancements to better meet customer needs.
  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  • Monitors system performance to ensure proper operation and identify possible problem areas.
  • Develops data visualization dashboards and other business intelligence reports.

Qualifications

Minimum Qualifications:

  • The ability to follow a testing plan accurately and thoroughly to ensure accuracy in new enhancements to the application processes.

  • Convey information effectively.

  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

  • Understanding the implications of new information for both current and future problem-solving and decision-making.

  • Identify complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Ability to determine how a system should work and how changes in conditions, operations, and the environment will affect outcomes.

  • Identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.

  • Knowledge of basic computer programs as well as custom web-based applications.

Preferred Qualifications:

  • Knowledge and understanding of automated system testing software.

  • Standard Query Language (SQL) experience.
  • Business Intelligence Reporting.
  • Data visualization experience.
  • Bachelor’s Degree.

  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
  • This position is currently a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
