Regional Disaster Public Health Manager | PROGRAM MANAGER I, OFFICE OF EMERGENCY SERVICES

The Center for Preparedness and Response (CPR) is recruiting one Program Manager I, Office of Emergency Services (PMI, OES) to join the Program and Response Branch, Response Section. The CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health (CDPH) with a primary focus on preparing Californians for public health emergencies.

Under the direction of the Center for Preparedness and Response (CPR), Response Section Program Manager II, the Program Manager I (PM I) will serve as the Chief of the Regional Disaster Public Health Representative (RDPHR) Unit, comprised of Senior Emergency Services Coordinators. The RDPHR Unit Chief is responsible for oversight of the California Department of Public Health’s (CDPH) Regional Disaster Public Health Representative (RDPHR) Program. The PM I will develop RDPHR roles and responsibilities in accordance with CPR’s program vision, manage and provide oversight to the CDPH RDPHR program, and work with internal and external partners, the six California Mutual Aid Regions and the counties represented within each region, Emergency Medical Services Authority (EMSA), California Governor’s Office of Emergency Services, California Emergency Support Function (CA-ESF) 8 and other CA-ESF partners, and the California Health and Human Services Agency to ensure continuity of preparedness, response, and recovery activities.

To address urgent operational needs or conduct emergency-related response activities, incumbent may, on occasion, be required to work outside core business hours, travel, and transport up to 25 lbs. Up to 50% travel is required.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 2% in exchange for 3.5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of and experience with local and regional communities in California; including experience with or at local health departments
  • Knowledge of and experience with public health and medical disaster preparedness, mitigation, response, and recovery
  • Knowledge of Incident Command Systems (ICS) and the Standardized Emergency Management System (SEMS)
  • Able to work with and lead multi-disciplinary teams
  • Ability to communicate with and convene a large group of internal and external stakeholders, including state and local program representatives and senior department leadership
  • Possess excellent and effective written and oral communication skills
  • Ability to analyze program situations and develop effective courses of action to solve them
