Brief Job Description:
Under the direction of the Deputy Regional Director (DRD), the Budget Analyst III performs highly complex (senior-level) accounting, budget and analysis work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Coordinates budgeting processes, preparation and fiscal reporting in alignment with established Health and Human Services policies and procedures. Monitors, reviews, and analyzes budget expenditure patterns and trends to determine potential for reallocation, realignment or adjustments to accomplish programmatic requirements. Conducts accounting tasks such as budget certification forms, transfers, verifying funding codes, and invoice payments. Prepares legislative appropriations requests, fiscal notes, and analysis. Assists programmatic staff with budget forecasting, management, training, and reporting. Participates and tracks fiscal-related agency assignments and fiscal-related special initiatives. Performs back-up role for other region’s Budget Analysts as needed and other duties as assigned (i.e., regional cashier, contractor reporting and communication, Voyager reports, and fleet operations). Actively participates and/or serves in a supporting role to meet the agency’s obligations for continuity of operations activation during public health emergency response and recovery. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based, Monday-Friday, 8:00 am – 5:00 pm.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Budgeting (45%): Develops and implements regional budget processes in alignment with Texas Health and Human Services and Texas Department of State Health Services budgeting policies and procedures. Assists in coordinating and preparing the annual operating budget for the region. Performs purchasing and fiscal tasks such as chartfield coding, certifying/verifying funds, general ledger, and journal changes for all purchase requisitions, completing and submitting invoices and vouchers, as well as creating and updating CBA funding spreadsheets, Procard logs, tracking and collating cellular telephone invoices, hardware, and payments, as well as Voyager travel card logs and expenditures. Tracks payments to vendors and researches vendor status. Tracks and records travel reimbursements. May assist with submission and tracking of capital requests. Assists in the payment, tracking and processes for regional TB program client services. Prepares, reviews, and processes budget journals and transfers related to both salary and non-salaried revisions. Identifies, researches and resolves budget errors. Utilizes Texas HHS electronic fiscal system to run trial balances and/or accounting details. May prepare legislative appropriation requests, fiscal notes, analysis of legislation, requests for federal funding and agency budget instructions. Researches, analyzes, and prepares charts and reports related to internal/external non-routine requests as required. Serves as back up for other Public Health Region’s budget analysts. Serves as the region’s cashier as needed; Must be able to independently travel throughout the State of Texas to complete essential job function.
Regional fiscal duties (35%): Monitors, reviews and analyzes budget expenditure patterns and trends to determine potential for reallocation, realignment, or adjustments to accomplish regional programmatic requirements and goals, in collaboration with the Deputy Regional Director and Program Managers. Compiles financial statistics and reports related to regional program operations. Assists Deputy Regional Director (DRD) and Program Managers with budget forecasting and reconciliation. Coordinates regular budget meetings with program teams. Develops and provides training for program team members regarding financial policies and procedures. Attends agency fiscal trainings, meetings and workshops and provides operational updates. Prepares ad hoc programmatic budget reports as requested by leadership and program teams. In collaboration with the DRD, coordinates with contract services regarding contracts or fiscal agreements involving the region. Must be able to independently travel throughout the State of Texas to complete essential job function.
Regional Administration Support (10%): Participates in regional assignments/duties/special initiatives as requested. Tracks and monitors fiscal assignment status. Supports regional administration staff service officers in fiscal management/support of program medical claims processing and other invoice processing. Must be able to independently travel throughout the State of Texas to complete essential job function.
Disaster Response/Recovery (5%): Actively participates and/or serves as the Regional Health and Medical Operations Center Fiscal Section Chief to meet the agency’s obligations for disaster response/recovery/Continuity of Operations activation- requires completion of at least FEMA Incident System 100,200, 300, 400, 700 and 800 courses. Required to work other than normal business hours to respond to public health emergencies. May require an alternate shift pattern assignment and/or location. Maintains compliance with DSHS Policy, Fleet Operations and Management & Procedures and Standards, and a current valid Texas Driver's License. Must be able to independently travel throughout the State of Texas to complete essential job function.
Knowledge, Skills, and Abilities (KSAs):
KNOWLEDGE OF: Generally accepted accounting, budgetary and management principles; practices and procedures. Professional office management and customer service principles, practices and procedures. Budgeting and forecasting methodologies. Legislative appropriation request and annual operating budget processes. Performance measurement and reporting. State and federal laws, regulations, policies, procedures, and processes relating to accounting, procurement, contracting, and budget.
SKILL IN: Researching, analyzing, auditing and compiling data for fiscal reporting. Developing goals and objectives, problem solving techniques, and procedures to monitor and evaluate progress. Developing and monitoring program or project budgets, deliverables, and timelines. Interpreting and applying policies and procedures. Using personal computer application software such as Microsoft Office applications (especially Excel and Word), or similar programs. Using initiative and good judgment in problem solving.
ABILITY TO: Ability to analyze and interpret fiscal management information to determine appropriate use of funds. Identify and develop budgetary reports and schedules. Analyze budget management problems and develop and present solutions. Develop, research, interpret, apply, and evaluate policies and procedures. Work accurately with numerical data. Prepare concise fiscal reports. Communicate effectively, both orally and in writing. Establish and maintain cooperative and effective work relationships with internal and external customers. Provide fiscal training to team members. Organize and prioritize workload. Maintain confidentiality. Complete work with minimum supervision by established deadlines. Use initiative, considerable independent judgment, decision-making and act appropriately in the absence of supervisory guidance.
Registrations, Licensure Requirements, Or Certifications:
Must possess a valid Class C Texas driver’s license, or equivalent license from another state.
Initial Screening Criteria:
An Associate’s degree (Bachelor’s degree preferred) from an accredited college or university with major coursework in accounting, finance, business administration, public administration or a related field.
At least three years’ experience developing and monitoring budgets and expenditures.
At least three years’ experience preparing budget and expenditure reports.
Experience with government sector accounting and budgeting (preferred).
