This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders. This non-permanent appointment is expected to end on December 31, 2026.


The Opportunity

Step into a key support role within the Washington State Department of Health’s Office of People Services, where your work helps ensure employees receive timely, accurate support during critical moments.


Reporting to the Employee & Labor Relations Manager, this position serves as a key operational support role for leave administration, reasonable accommodations, and labor relations coordination. You’ll apply strong attention to detail and sound judgment to sensitive, process-driven work, while supporting a human-centered approach.


This is a role for someone who thrives in nuance, can apply policy and procedures to real-world situations, and knows how to move work forward while keeping people at the center.


Key Responsibilities


Protected Leave & Accommodations

  • Manage a high-volume team inbox, responding to inquiries, triaging requests, and routing complex issues appropriately
  • Provide guidance to employees at all levels regarding protected leave needs, including potential risks associated with leave plans
  • Process new requests for protected leave, including FMLA and PFML, and determine eligibility based on applicable laws and requirements
  • Review and analyze medical documentation and health care provider certifications to support eligibility determinations
  • Prepare and send required notices, eligibility determinations, and correspondence related to protected leave
  • Communicate with employees and health care providers to coordinate leave and accommodation needs
  • Track and maintain accurate records of FMLA, PFML, reasonable accommodation, and related processes to ensure compliance with timelines, collective bargaining agreements, and applicable laws
  • Initiate and coordinate the reasonable accommodation process, including distributing materials and scheduling interactive meetings
  • Maintain and update shared leave records and respond to inquiries in alignment with policy and agreements
  • Enter, retrieve, validate, and compile HR data and reports from internal systems
  • Support vacancy searches and assist in assessing employee eligibility for reassignment opportunities
  • Support the development and implementation of team processes and procedures


Labor Relations Coordination

  • Schedule and coordinate grievance and demand-to-bargain meetings, including identifying appropriate participants and processing required work releases
  • Track grievance timelines and ensure compliance with collective bargaining agreements
  • Attend labor management meetings, document discussions, and track follow-up actions to completion
  • Prepare union notices using information provided by HR partners and leadership (no independent bargaining or negotiation responsibilities)
  • Monitor timelines related to union notifications and bargaining opportunities
  • Route labor relations inquiries to appropriate partners


Records & Information Requests

  • Track and manage union requests for information and public records requests in accordance with applicable agreements
  • Research, locate, and compile documents responsive to requests, including those related to external agencies
  • Review records and determine responsiveness using sound judgment


Policy Committee Support

  • Coordinate policy updates and maintain documentation within internal systems
  • Develop meeting agendas and ensure timely inclusion of policy updates
  • Facilitate follow-up actions with subject matter experts after committee meetings
  • Route policies for review, union notification, and final approval

You’re comfortable operating in a high-volume environment where precision and timeliness are essential.


Required Qualifications 

Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.


Two (2) or more years of experience working in a Human Resources office or directly supporting HR functions. Experience must include:

  • Applying established HR processes and following structured workflows (e.g., intake, tracking, routing requests) with accuracy and consistency.
  • Using HR systems, spreadsheets, or shared tools to organize, track, and complete work within required timelines.
  • Handling sensitive employee information with discretion.
  • Interpreting and applying policies, procedures, or program guidelines to routine situations.
  • Responding to questions, explaining processes, and routing more complex issues appropriately.
  • Reviewing documentation for accuracy, completeness, or eligibility determinations
  • Exposure to employment laws, collective bargaining agreements, or compliance-driven environments.


Preferred Qualifications

While these aren’t required, having them can help you stand out as a candidate.

  • Six (6) months of experience supporting protected leave, reasonable accommodation, or employee/labor relations.
  • Working in a unionized, public sector, or highly regulated environment
  • Experience using an HR Information System (HRIS), such as Washington State’s HRMS to input, extract, and synthesize information.
  • Coordinating across teams, scheduling meetings, or supporting group processes with multiple participants.
  • Utilizing case management systems, or advanced spreadsheet tracking
  • PHR, SPHR, SHR-CP or SHRM-SCP or CLRP certification

Working Conditions:

The following describes the working conditions of the positions, with or without reasonable accommodation.


  • Work Setting: Work is performed almost exclusively indoors in a DOH or home-based office environment. Exposure to hazards is limited to those commonly found in government office environments.
  • Schedule: Standard business hours are Monday – Friday from 8 a.m. to 5 p.m. A flexible and/or compressed work schedule will be considered at the incumbent’s request, subject to supervisory approval.
  • Travel Requirements: Infrequent travel may be assigned to the employee, as needed. When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; or provide alternate transportation while on state business.
  • Tools & Equipment: Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.).
  • Customer Interactions: Daily contact with customers, maintain strict confidentiality of personal information.
  • Other: The DOH campus is a smoke-free, drug-free, alcohol-free, scent-neutral environment. This position may be required to conduct and/or participate in public health emergency preparedness and response activities.
