Brief Job Description:

The Epidemiologist II performs advanced (senior-level) epidemiological work for the Epidemiology Branch (EB) in the Maternal and Child Health Epidemiology (MCHE) Unit. Work includes serving as a lead investigator for performance evaluation and data management of maternal and infant quality improvement (QI) initiatives (e.g., LASSO-TX, STOP CS). Computes maternal and infant health outcome measures for evaluating facility progress in implementing QI projects designed to reduce maternal and infant morbidity and mortality. Leads the study of facility performance based on neonatal and maternal levels of care designations, including measuring computation and analysis. Develops and maintains complex, detailed scientific protocols and operational manuals on all projects. Prepares articles, papers, and reports for publication, in-house distribution, and to support program management and other DSHS activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Epidemiology Branch Manager in MCHE. 

Essential Job Functions (EJFs): 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

EJF 1 (35%): Serves as a lead investigator for performance evaluation and data management of quality improvement (QI) projects (e.g., TCHMB). Provides research and evaluation consultation and technical assistance to maternal health and/or infant health program areas on epidemiological methods, research/surveillance design, and program evaluation and assessment of public health practices. Computes maternal and/or infant health outcome measures for evaluating hospital progress in implementing QI projects designed to reduce maternal and infant morbidity and mortality. Reviews and studies facility measures related to implementation of QI projects to ensure timely and accurate completion for evaluation. Maintain related data uploads and data dashboards. Conducts advanced qualitative and quantitative statistical analyses of statewide health outcomes for participating facilities vs. non-participating facilities to inform maternal and/or infant health programming. Develops and maintains hospital enrollment maps based on QI project. Prepares maternal or infant health QI data-related presentation slides and technical reports. 

EJF 2 (25%): Leads the study of facility performance based on neonatal and maternal levels of care designations, including measure computation and analysis. Develops, plans, designs, and implements research investigation, surveillance, evaluation, and assessment studies following emerging or standardized scientific protocols and policies; coordinates studies; collects, analyzes, and evaluates data; and communicates results. 

EJF 3 (15%): Designs and implements data collection and data management tools for infant and maternal health surveillance. Develops and maintains complex, detailed scientific protocols and operational manuals on all projects. Communicates all planned updates and changes to processes with DSHS management and leadership for approval. 

EJF 4: (10%): Work includes analyzing large data sets (e.g., birth and death records) and complex sample survey data. Conducts highly advanced and descriptive analyses on maternal and infant health factors, including disseminating results. Uses specialized software, such as SAS, Python, SQL, Tableau, and ArcGIS, to analyze and display data for presentations, reports, publications, dashboards, and other products. Contributes to written manuscripts and research reports based on these data for publication and/or dissemination. 

EFJ 5 (10%): Performs scientific literature searches (traditional, internet, database) and reviews various types of materials including legislation, regulations, and scientific protocols and policies to help develop research proposals and to support on-going investigations/projects. Prepares articles, papers, and reports for publication, in-house distribution, and to support program management and other DSHS activities. 

EJF 6 (5%): Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, continuity of operations activation, and/or serving on the State Medical Operations Center team.  Such participation may require an alternate shift pattern assignment and/or location.  

Knowledge, Skills and Abilities (KSAs):

Knowledge of principles and methods of health research, scientific research, survey studies, and statistical concepts.

Knowledge of public health principles and functions. 

Knowledge of research planning and evaluation methods in epidemiology. 

Knowledge and experience with epidemiology. 

Knowledge of advanced statistical techniques and methods. 

Knowledge of statistical software, especially SAS and Tableau. 

Knowledge of Qualtrics and Microsoft Office products, especially Word, Excel, Access, PowerPoint, and Outlook. 

 

Skills in effective verbal communication, including preparation and presentation of complex data analysis. 

Skills in developing procedures to monitor and evaluate progress in achieving project objectives. 

Skills in SAS programming for statistical analysis. 

Skills in linking datasets. 

Skills in the use of statistical measurement techniques, research design and implementation, problem-solving methods and techniques. 

Skills in qualitative research data collection, processing, and analysis. 

Skills in advanced technical writing, reporting, and interpreting complex data to clearly and succinctly communicate project/research information for correspondence with state and federal agencies, grant applications and plans, state rules, and planning procedures. 

 Ability to work independently.  

Ability to organize and present information effectively, both orally and in writing, to a variety of audiences which may require synthesis and translation of complex information into simpler terms. 

Ability to follow standard operating procedures. 

Ability to assimilate complex epidemiological concepts and communicate these effectively in an easily understood format both orally and in writing. 

Ability to plan, organize, and conduct assigned phases of complex research projects. 

Ability to interpret complex statistical analysis, charts, and tables. 

Registrations, Licensure Requirements or Certifications: 

Not applicable.

Initial Screening Criteria:

Graduation from an accredited college or university, with receipt of a master’s degree in public health, epidemiology, statistics, or social science. Experience and education may be substituted for one another on a year-per-year basis. 

One year or more experience analyzing data in SAS. 

One year or more experience with primary data collection and management. 

Qualtrics experience preferred. 

Additional Information:

Applicants selected for an interview will be required to provide two samples:  

1) A writing sample as first author (or a writing sample annotated to indicate the portions the applicant wrote)and  

2) A SAS statistical program sample with examples of coding, data cleaning, data manipulation, and data analysis.
