Public Health Nurse - Mobile Vaccine Response Team
Public Health -Seattle & King County’s Mobile Vaccine Response Team is seeking two (2) Public Health Nurses. The nurses in this role will work to make vaccines accessible to groups that typically have less access to vaccine resources and/or education in King County. Specifically, this position will be working primarily with people experiencing homelessness and newly arrived immigrants seeking asylum to set up mobile vaccine clinics across King County. We especially welcome applicants with experience working with these populations. This nursing position requires a great deal of adaptability and the ability to work independently and creatively, as each clinic will be in a distinct service setting.
The Public Health Nurses will work in close collaboration with the mobile vaccine response team members, members of the Immunization Branch, Vaccine Preventable Disease Investigations & Response Team, and other members of the CD-IMMS Section to support vaccination efforts to mitigate the risk of large or disruptive vaccine-preventable disease outbreaks in under-immunized communities and to provide rapid post-exposure prophylaxis in settings where risk of exposure to a confirmed case is high. The Immunization Branch works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. As a member for the Mobile Vaccine Response Team, this position is based in the Chinook Building in Downtown Seattle however the incumbent will support vaccination clinics in non-traditional settings such as shelters, schools, places of worship, and community sites throughout King County. Populations of focus include people experiencing homelessness and newly arrived immigrants seeking asylum. The incumbent will report to the Healthcare and VPD Outbreak Response Program Manager in the Immunization Branch of the Communicable Disease & Immunization (CD-Imms) section of the Prevention Division.

Background
The Communicable Disease Epidemiology and Immunization (CD-Imms) section resides within the Prevention Division in Public Health – Seattle & King County. The CD-Imms section focuses on three major functions: disease surveillance, case investigation, and intervention. The section is led by the Chief and Deputy Chief and is composed of four teams: Investigations, Analytics and Informatics, Immunization, and Administration. We are a large, skilled, passionate team of nearly 100 staff that oversees 65+ reportable diseases and conditions (excluding TB, STI, and HIV) from healthcare professionals and laboratories in King County. Some of our work includes investigating cases and identifying exposed persons requiring follow-up; analyzing disease report data and trends to identify opportunities for disease prevention; monitoring emergency department visits for indications of outbreaks or biological terrorism; and conducting disease surveillance year-round. We also lead pro-equity immunization strategies to improve vaccination among priority populations. Cross collaboration across branches and teams is central to our workflow and each team supports one another to achieve the objectives of the section.

Requirements
Coordinate and carry-out on-site vaccination clinics
- Provide oversight of immunization clinic operations and other vaccinators within scope of practice.
- Travel to immunization clinics, transport vaccine and other supplies, and set-up/break-down equipment.
- Maintain immunization clinic supplies and ensure appropriate storage and handling of vaccines.
- Provide clinical screening for vaccine eligibility and administer vaccines at small to medium scale community vaccination clinics and in-home vaccination as needed.
- Provide education to clients about vaccine indications and side effects.
- Provide situational health education and referrals/linkages to medical/specialty care as needed.
- Develop and maintain working relationships with internal and external partners such as service providers supporting persons experiencing homelessness, community health clinics, and Department staff.
- In collaboration with Immunization Healthcare and Outbreak Response Team Manager, participate in standardized evaluations of on-site clinic operations and overall vaccination strategy to identify areas for improvement.
Provide information and technical assistance regarding immunizations to other Public Health programs, health care providers, and the public.
- Provide clinical immunization consultation and referral, as needed, to health care providers and the public.
- Participate in meetings and activities within the Department and with external partners as assigned.
- Present information on vaccine preventable disease and immunization topics to internal and external stakeholders as assigned.
Participate in the CD-IMMS Section's response during vaccine preventable disease outbreaks and emergencies.
- Participate in vaccine preventable disease outbreak response activities in collaboration with Section staff, as assigned, including but not limited to administering vaccines, administering questionnaires, ensuring safe storage and handling of vaccines and other supplies, overseeing Department staff and Medical Reserve Corps members, ensuring adequate documentation of vaccinations administered, reviewing patient immunization histories, and collecting specimens (e.g., blood draws, NP, OP, and conjunctival swabs).
Qualifications
Position Requirements:
- Bachelor of Science in Nursing (BSN) and/or graduate level Nursing degree of MSN, DNP or PhD from an education program approved by the Washington State Board of Nursing.
- Washington State Registered Nurse (RN) license or valid Registered Nurse multistate license (MSL) from a participating Nurse Licensure Compact state.
- Health care provider Basic Life Support (BLS) or Advanced Cardiovascular Life Support (ACLS) certification.
- Pre-Employment Physical, including demonstrated ability to move up to 50 pounds in order to transport vaccine equipment (e.g., coolers) and clinic supplies. This may involve intermittent lifting, standing, stooping, bending and reaching during the course of the work day.
- Washington State Driver’s License or the ability to provide transportation and haul equipment and supplies to work locations with limited or no public transportation services.
Our ideal candidate will demonstrate the following (Minimum):
- Demonstrated experience administering vaccines.
- Familiarity with the Washington Immunization Information System (WAIIS).
- Demonstrated ability to maintain confidentiality of protected health information at all times.
- Thorough knowledge of public health nursing principles and processes and infectious disease management and control.
- A trauma-informed approach in providing nursing care.
- Demonstrated ability to work independently in community settings, and with culturally and socio-economically diverse populations.
- Ability to work independently and as part of a team, be flexible, and manage multiple assignments in a dynamic and fast-paced environment.
- Community-engagement skills – both with on-site providers as well as with patients.
- Demonstrated ability to carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner.
- Demonstrated ability to clearly and effectively communicate verbally and in writing with supervisor, co-workers, healthcare providers, and the general public.
- Experience drawing blood.
- Fluency in Microsoft Office applications (SharePoint, Outlook, Word and Excel).
The most competitive applicants will have the following experiences and qualifications (Desired):
- Two years of clinical experience (inpatient or outpatient).
- Experience working in electronic practice management systems that include health records and financial transactions.
- Ability to train other clinicians as needed in vaccination techniques (IM, SQ, Intradermal), phlebotomy and other specimen collection.
- A basic understanding of vaccine preventable diseases and immunizations.
- Understanding of and familiarity with homeless and social services, affordable housing in King County, and local related community resources.
- Experience creating effective working relationships with external program partners/agencies.
- Lived or professional experience working with people experiencing homelessness and/or newly arrived immigrants seeking asylum.
- A strong understanding of, and background in harm reduction, motivational interviewing, and providing trauma informed care.
- Bilingual in one of the most common non-English languages in King County (such as Spanish, Arabic, Somali, Hindi, Punjabi, Chinese, Vietnamese, Korean).
Work Schedule
This is a 1.0 FTE (40 hours/week) Career Service opportunity. It is subject to the Fair Labor Standards Act and overtime eligible. Typical work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm.
Work Location: Primary work location will be based at the Chinook Building, located at 401 5thAvenue, Seattle, WA 98104.
