This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders.
The Opportunity
The Department of Health (DOH) is seeking a Public Disclosure Specialist (FRA 3) to support its mission to protect and improve the health of people across Washington. This role sits within the Office of Enterprise Risk Management (OERM) in the Center for Facilities, Risk, and Adjudication (CFRA), helping ensure transparency, compliance, and equitable access to public information.
This position plays a key role in coordinating and fulfilling public records requests from start to finish, supporting accountability, safeguarding sensitive information, and strengthening public trust.
Key Responsibilities Include:
Public Records Coordination & Processing
- Manage a large volume of public records requests from intake through final resolution
- Track, prioritize, and coordinate requests across divisions and offices
- Communicate with requesters and internal staff to clarify and fulfill requests
Records Research & Review
- Conduct electronic searches and gather responsive records
- Review, organize, and prepare records for disclosure
- Apply applicable laws to redact both simple and complex records, including multimedia files
Quality Assurance & Systems Management
- Perform quality checks to ensure accuracy, completeness, and compliance
- Upload and manage records within DOH systems and customer portals
- Maintain detailed and accurate documentation of request activity
Consultation & Subject Matter Expertise
- Serve as a resource on public disclosure rules, processes, and best practices
- Provide guidance across multiple program areas and record types
- Support development of training materials and internal procedures

Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Option 1: Four (4) years of experience performing the following:
- Coordinating or administering records management, including organizing, maintaining, and ensuring compliance with applicable retention schedules and policies
- Coordinating or administering public disclosure, including reviewing, redacting, and responding to public record requests in accordance with applicable laws, regulations, and policies.
- Conducting research and analyzing policies, laws, rules, or regulations related to records management or public disclosure.
Option 2: Two years of college coursework or an Associate's Degree in business administration, public administration, law, public health, health administration, or a closely related field AND three (3) years of experience the following:
- Coordinating or administering records management, including organizing, maintaining, and ensuring compliance with applicable retention schedules and policies
- Coordinating or administering public disclosure, including reviewing, redacting, and responding to public record requests in accordance with applicable laws, regulations, and policies.
- Conducting research and analyzing policies, laws, rules, or regulations related to records management or public disclosure.
Option 3: A bachelor's degree or higher in business administration, public administration, law, public health, health administration, or a closely related field AND one (1) year of experience performing the following:
- Coordinating or administering records management, including organizing, maintaining, and ensuring compliance with applicable retention schedules and policies
- Coordinating or administering public disclosure, including reviewing, redacting, and responding to public record requests in accordance with applicable laws, regulations, and policies.
- Conducting research and analyzing policies, laws, rules, or regulations related to records management or public disclosure.
Additional Required Knowledge, Skills, Abilities, and Experience
- Practical skills in Microsoft Excel to manage complex spreadsheets and database management, Microsoft Word for document creation and formatting, Adobe for editing and preparing records, and Microsoft Outlook or similar email systems for electronic correspondence.
- Performing clerical and administrative duties, including preparing, proofing, and editing correspondence, reports, or training materials.
- Customer service, including resolving issues and responding to inquiries involving confidential or protected information release.

The following describes the working conditions of this position, with or without reasonable accommodation.
Work Setting:
This position may work from home, a DOH facility, or remotely from a supervisor-approved alternate location. The official duty station for this position is home-based. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.
The position involves working at a desk in front of a computer doing repetitive work with precision by reading, reviewing and redacting documents for most of the day. Willing to work on a tobacco-free campus.
Move or transport boxes of files weighing up to 30 pounds.
Schedule (i.e., hours and days):
Standard DOH business hours are Monday to Friday 8:00 a.m. to 5:00 p.m.; however, an alternate or flexible work schedule may be considered at the employee's request, subject to supervisory approval. The position would not normally require working in excess of 40 hours per week, but if it became necessary for business needs, your supervisor would notify you in advance.
Travel Requirements:
Occasionally the position may require travel alone or with another person, but not frequently. This may include overnight travel for work activities, training, and meetings, which may require the incumbent to legally operate a state or privately-owned vehicle OR provide alternate transportation and travel long distances in both daylight and at night, and in snow and rain conditions.
Tools and Equipment:
Duties require the use of standard office furniture, equipment, and software including Microsoft Office products, redacting software, Adobe Professional Pro, Adobe Acrobat Pro DC, Camtasia or other similar tools, DOH licensing and enforcement databases, SharePoint, and the GovQA platform.
Customer Interactions:
This role has frequent interaction with members of the public making disclosure requests, some of whom may be upset, impatient, or demanding. This role also has frequent interaction with DOH staff, including staff within any DOH division, as well as boards and commissions.
Other:
- This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
