Requirements

Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Prepares, develops, and monitors complex contracts, grants, sub-grant agreements, applications, budgets, and amendments in compliance with statutory, regulatory, and departmental requirements.

  • Advises the Sustainability Director on contract issues and works to resolve problems, facilitate coordination, and implement corrective action plans as needed.

  • Maintains complete and accurate contract files, records, and correspondence, and prepares reports for leadership, legislature, media, and the public on the status of contracts.

  • Assists with drafting, negotiating, and completing contracts, tracking the approval process, and implementing policy procedures for statewide programmatic and budgetary contracts.

  • Monitors contractor and sub-grantee performance to ensure compliance with state and federal laws, grant requirements, and Cooperative Agreement deliverables.

  • Reviews invoices, purchase orders, expenditures, and program reports to verify allowable costs, timely payments, and adherence to contract terms and schedules.

  • Oversees procurement functions including contracts with consultants or external organizations, P-Card/CBA card usage, purchase orders, annual renewals, and Office of Technology Services orders.

  • Tracks and administers all procurement and inventory processes, ensuring policies and procedures are followed and inventory is properly controlled.

  • Coordinates with program staff and other agencies to address deficiencies, approve corrective action plans, and maintain compliance with grant and contract requirements.

  • Stays current on procurement regulations, completes required LEO trainings, and provides guidance to ensure all office contracts, grants, and purchases adhere to best practices and policy standards.

The ideal candidate should possess experience and expertise in contract development and monitoring to ensure compliance, managing budgets, and overseeing procurement and grant-related activities effectively.
