Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Manage and prepare revenue projections, monitor budget structures throughout the year and confer with section leads to develop the budgets; review budget requests, prepare operating base budget recommendations, facilitate budget allocation and analyze trends in order to recommend budget adjustments as needed.
  • Supervise, develop and implement long and short term plans, goals, and objectives for the annual budget process; evaluate efficiency and effectiveness of operations, services, procedures and use of resources; recommend and/or implement process modifications or improvements as needed in order to effect efficiencies.
  • Manage, plan, develop, establish, monitor and evaluate policies, procedures, and standards for the development, preparation and administration of the annual operating budget.
  • Manage the development and execution of OBH’s Corporate Endeavor Agreements (CEA) with providers for the provision of inpatient safety net services for the uninsured and underinsured. This includes the analysis of client-level data in order to validate invoicing and authorize payment of DSH funding in conformity with federal and state laws.
  • Function as OBH’s Fiscal Operations Manager with responsibility over all processes and procedures related to property control and certification, purchasing, fleet management, telecommunications management, and travel. Organize, prioritize, and assign tasks to staff, including clear direction and timetables.
  • Answer questions and provide technical assistance and training to OBH staff on an ongoing basis. Confer with assigned staff and assist with the resolution of complex/problem situations.
