Lead policy at the highest level of public health. As the Statewide Director of Legislative and Regulatory Affairs, you will shape, advance, and monitor legislation and policy impacting over 50 programs across Louisiana’s vast public health network. Serving as the agency’s primary legislative liaison, this role offers a unique opportunity to influence statewide health outcomes while leading a high-performing team and advising executive leadership.

Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Coordinate with OPH leadership and bureaus to develop bill concepts, draft legislation, ensure deadline compliance, and prepare supporting materials such as fact sheets, talking points, fiscal notes, and correspondence 
  • Manage and oversee the legislative tracking process, including monitoring bills, amendments, and resolutions to assess impacts on agency programs, services, and budget 
  • Develop, implement, and maintain comprehensive databases to track legislative activity, assigned responsibilities, review/approval workflows, and submission timelines 
  • Lead legislative session operations by coordinating staffing needs, monitoring hearings and floor activity, attending key meetings, and ensuring timely participation of appropriate staff 
  • Support and guide staff in preparing legislative testimony, including reviewing materials and ensuring compliance with procedural requirements such as witness submissions 
  • Oversee implementation of enacted legislation by tracking requirements, ensuring timely compliance with mandates, and coordinating completion of required reports, studies, and deliverables 
  • Serve as a key liaison and advisor on legislative matters by responding to inquiries, coordinating with governmental partners, supporting boards and commissions, and ensuring alignment with agency and departmental leadership
