The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.



Join the Louisiana Department of Health Office of Behavioral Health and help drive transformative, statewide change in behavioral health care. In this role within the Division of Health Plan Management, you will support the oversight and advancement of innovative programs like the Certified Community Behavioral Health Clinic (CCBHC) initiative—expanding access to critical mental health and substance use services for Louisiana’s most vulnerable populations. This position offers a unique opportunity to work at the intersection of policy, data, and large-scale program design, influencing a multi-hundred-million-dollar service delivery system and helping build a more integrated, person-centered behavioral health system across the state.

Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

·  Develop, manage, and implement policies and procedures related to the CCBHC certification program, ensuring alignment with federal and state requirements 

·  Lead the design and execution of Louisiana’s CCBHC pre-certification criteria and application process 

·  Monitor federal guidance and update certification standards, collaborating with internal and external partners to ensure consistent implementation 

·  Provide technical guidance and consultation to providers and staff on certification requirements, compliance, and best practices 

·  Use data analysis to evaluate certification trends, identify gaps, and support continuous improvement in program operations 

·  Manage all aspects of the pre-certification process, including application materials, evaluation tools, review coordination, and tracking provider readiness 

·  Serve as the primary liaison to providers during pre-certification, offering guidance, feedback, and support throughout the process 

·  Oversee certification-related projects and workgroups, ensuring timely completion, compliance, and alignment with program goals 

·  Develop and deliver training and technical assistance to providers and stakeholders to strengthen understanding of certification requirements and behavioral health services 

·  Support workforce development, policy updates, and program improvements, including participation in special projects and emergency response activities
