Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

·  Develops current and long-range plans, policies, and procedures to administer the Make Rural America Healthy Again (MRAHA) initiatives within the Rural Health Transformation Program grant.

·  Plans, develops, and supports implementation of MRAHA strategies, ensuring adherence to grant milestones, budget development, sub-grantee reporting, and deliverable tracking.

·  Ensures compliance with CMS regulations and verifies that sub-grantees align with program goals and funding requirements.

·  Prepares and submits grant reports and supporting documentation for inclusion in CMS reporting and prepares informational materials for the Advisory Council and public stakeholders.

·  Conducts research on rural health improvement models at the state and national levels, focusing on chronic disease, behavioral health, cancer, and maternal health, and advises leadership on best practices and emerging strategies.

·  Provides consultation and technical assistance to sub-grantees and prospective applicants through webinars, site visits, and ongoing program support.

·  Develops and implements training programs related to grant applications, funding criteria, program implementation, and monitoring requirements.

·  Serves as the contract monitor for approximately 40 sub-grantees, overseeing compliance with Cooperative Agreements, tracking milestones, and ensuring performance metrics are met.

·  Collaborates with LDH program areas, including Medicaid and the Office of Public Health, to support state plan amendments, rules, and regulatory updates related to MRAHA initiatives.

·  Coordinates activities with internal teams, community partners, academic entities, providers, and other stakeholders to support successful implementation and sustainability of program initiatives.

The ideal candidate should possess experience with a clinical background in health care.
