Requirements

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Administer and manage day-to-day budget and fiscal operations for the Rural Health Transformation Grant, ensuring accurate reporting and compliance with funding requirements.

  • Monitor monthly budget expenditures across Business Operations, Program Operations, and Contracts/Purchase Orders to ensure alignment with budgetary commitments.

  • Produce budget projections and analyses, making recommendations to the Sustainability Director for allocations or adjustments as needed.

  • Track and manage office expenditures for supplies and services, including year-end encumbrances and carryovers, to support informed budget decision-making.

  • Prepare, maintain, and distribute monthly grant expenditure reports and conduct analysis to ensure compliance with administrative grant requirements.

  • Provide ongoing consultation and technical assistance to office staff on budgetary and fiscal matters.

  • Prepare, develop, and monitor complex contracts, grant agreements, budgets, amendments, and sub-grant agreements in compliance with statutory, regulatory, and departmental policies.

  • Maintain records, generate reports, and provide correspondence regarding contracts and grants, including updates for leadership, the legislature, media, and the public.

  • Review progress and completion reports from program managers, sub-grantees, and contractors, offering guidance and technical assistance as needed.

  • Develop, implement, and revise the office’s standard operating procedures and policies, oversee payroll functions, and ensure compliance with procurement rules and audit requirements.

The ideal candidate should have experience managing state and federal budgets and contracts, including overseeing grant-funded programs.
