Make a meaningful impact on maternal and child health across an entire region. In this dynamic leadership role, you will serve as the primary regional lead driving initiatives that strengthen care for mothers, infants, and families. You’ll partner with hospitals, behavioral health units, substance use treatment providers, and rural health systems to expand access, improve care coordination, and ensure high-quality program implementation. Using data and performance metrics, you’ll translate insights into strategic recommendations, guide regional partners, and help shape innovative solutions that improve health outcomes—especially in underserved communities. This position is based exclusively in Louisiana Region 6 (the Central Louisiana Area), which includes Avoyelles, Catahoula, Concordia, Grant, LaSalle, Rapides, Vernon, and Winn Parishes, with work locations in and around Alexandria, Pineville, Marksville, Vidalia, Jena, and Leesville. Candidates must be able to perform 100% of their work within Region 6 and must be willing and able to travel regularly throughout the region as part of the role.

Project M.O.M. is a coordinated, navigation-centered initiative that supports pregnant and postpartum women with substance use disorder by facilitating access to clinical and behavioral health care and evidence-based treatment, while also ensuring enrollment support, coordination of maternal support services, and connection to social drivers of health (SDOH) resources across pregnancy and the postpartum period.


Requirements

Six years of experience in administrative services, public health, social services, or health services; OR

Six years of full-time experience in any field plus three years of experience in administrative services, public health, social services, or health services; OR

A bachelor’s degree plus three years of experience in administrative services, public health, social services, or health services; OR

An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus two years of experience in administrative services, public health, social services, or health services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

  • Lead the regional implementation and oversight of maternal and child health initiatives, coordinating with Regional Medical Directors to ensure consistent execution of program goals, policies, and performance standards across hospitals, behavioral health units, and substance use treatment facilities.
  • Serve as the primary liaison for birthing hospitals, community-based providers, behavioral health units, and substance use clinics by providing guidance, technical assistance, and program support to strengthen compliance, quality improvement, and sustainability.
  • Analyze and interpret regional program data to monitor performance, assess progress toward goals, identify service gaps, and translate findings into actionable recommendations for leadership and regional partners.
  • Build and maintain partnerships with rural health systems and community-based hospitals to address gaps in services, improve referral pathways, and strengthen provider capacity to ensure equitable access to care in underserved communities.
  • Develop, coordinate, and deliver training and educational resources for hospital leadership, providers, and clinical teams on program requirements, best practices, service integration, and data reporting.
  • Monitor regional program activities to ensure compliance with federal and state regulations, departmental policies, and program standards, and collaborate with partners to implement corrective actions when needed.
  • Collaborate across maternal and child health programs, including coordination with WIC and related services, to align regional strategies, reduce service fragmentation, increase participation, and support continuous quality improvement and pilot initiatives.
