PROCUREMENT ANALYST 3


We’re looking for a Procurement Analyst 3 WAE to join our dedicated team at Central Louisiana Supports and Services Center (CLSSC)—a facility committed to providing active treatment and healthcare services to individuals with intellectual, developmental, and orthopedic disabilities in the least restrictive environment.

Requirements

Five years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

A bachelor’s degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

An advanced degree plus one year of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours, which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties:
- Assist Full-Time Procurement Analyst 1 by performing procurement tasks for State Contract orders, from the time of need until the materials are received and approved for use.
- Corresponds with vendors and staff, verbally or written, to discuss deliveries and quantities; establishes the standardization of supplies for use throughout the facility; consolidates purchases of like or common items to obtain maximum economic benefits for the agency. 
- Collects and analyzes statistical data and related information; recommends solutions to resolve procurement challenges. Establishes and maintains records for procurement transactions. 
- Investigates complaints on behalf of vendors and agency personnel, appraises the situation objectively, and makes recommendations for a solution. 
- Provides guidance to the Account Manager 1 regarding alternative products, purchasing timing, stock, and one-time purchases. 
- Assist with the preparation of contracts for CLSSC for professional services rendered from outside the facility to comply with Title XIX regulations.

Position-Specific Details:

Appointment Type: WAE. Preference may be given to permanent classified employees of the Central Louisiana Supports and Services Center.

Work Schedule: Part-time as scheduled
