Brief Job Description:
Performs consultative services and technical assistance for the daily operations of the HIV/STD Section Privacy and Security work under the general direction of the Operations Director with minimal supervision. As the Privacy Coordinator for the HIV/STD Section, the position serves as the liaison to staff, government agencies, local responsible parties within HIV/STD’s community partners, Public Health Regions, DSHS Privacy Officer and program contractors and staff to ensure oversight and security of program’s data and client information. This position works in the HIV/STD Section’s Communications and Policy Group, ensuring that applicable state and federal privacy, security and confidentiality laws and guidelines are adhered to by internal staff at the Section as well as external contractor staff. Leads Section response for privacy incidents reported to HIV/STD regarding HIV/STD Data. Works with training specialist to develop instructor-based and web-based training modules on HIV/STD security and confidentiality standards. Conducts security/confidentiality training for DSHS program staff, IT staff, and program and technical contractors. Provides consultation and technical assistance to staff located at the central office and at remote sites. Develops and revises DSHS TB/HIV/STD security policies and procedures as needed. Makes recommendations and develops standards and workflows relating to the security and recovery procedures for the Section’s information systems. Performs security reviews of program spaces and contractor facilities across the State. Assists in the writing of federal grants. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Responding promptly to suspected privacy incidents in coordination with DSHS/HHSC privacy office staff and affected local responsible parties (LRPs). Gathering pertinent information about incidents and documenting each incident in reports, following up when necessary. Working with privacy office and legal staff to report incidents determined to be violations of confidentiality to program-specific regulatory authorities. Assist with closing out incidents reports, documentation of solutions, completing forms and retaining forms. (30%)
Developing, conducting, and updating annual privacy/security training for the DSHS HIV/STD Section and its contractors in coordination with training specialist. Assuring annual training of Section staff takes place and confidentiality forms are completed. Working with LRPs to ensure annual training takes place in the field. Ensuring training modules are updated annually to reflect updates from privacy incidents received, changing technology, and federal/state requirements. Maintaining privacy/security training tracking procedures for the TB/HIV/STD Section. Providing professional, courteous, and responsive customer service to both internal and external customers through preparation of oral and written responses that are accurate, clear, complete, and in full compliance with established policies and procedures. (30%)
Conducting privacy/security walk-through visits of program space and contractor offices to identify, document, and make recommendations for the remediation of conditions that are not in compliance with current federal and state privacy and security guidelines. Providing guidance to LRPs and Section staff to conduct security/confidentiality monitoring activities in lieu of visits. (15%)
Developing policies, procedures and workflows that address emergent section business needs concerning security and confidentiality. Identify gaps and propose solutions as needed. Completing confidentiality/security-specific section of grant applications and reports. (20%)
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Initial Screening Criteria:
Bachelor’s degree or four years of experience information security, health data, public administration or other relevant field.
Graduate degree in public health, public administration, or related field or additional three years of relevant experience preferred.
A minimum of two years of experience working for a public health department, local or state government preferred.
Experience developing and supporting policies, creating training materials and updating training materials.
