The Population and Community Health Bureau is one of five bureaus in the Center for Healthy and Safe Communities within the Public Health Division of DOH. The Bureau works on a variety of activities to improve the health of populations in New Mexico, collaborating with partners in the communities and bringing in federal grant funding and other revenue.

Why does the job exist?

 
The Bureau Chief has overall oversight and accountability for programs, staff and budget within the Bureau. The Bureau Chief also serves as a liaison between the Bureau staff and DOH leadership. The programs in the Bureau include Obesity Nutrition & Physical Activity Program (ONAPA); Nicotine Use Prevention & Control Program (NUPAC); Office of Primary Care & Rural Health (OPCRH); Office of Community Health Workers (OCHW); Office of School and Adolescent Health (OSAH); Breast & Cervical Cancer Program (BCC); Comprehensive Cancer Program (CCP); Diabetes Prevention & Control Program (DPCP); Heart Disease & Stroke Prevention Program (HDSP); Office of Oral Health (OOH).

How does it get done?

 
The Bureau Chief has overall oversight of all programs, staff and budget within PCHB, working with program managers and Directors to manage multiple funding streams, contracts, budgeting, and procurement and promote high quality work that follows public health principles including centering those with lived experience and using evidence-based practices. The Bureau Chief will work with programs to set bureau-wide strategies to increase the health and well-being of individuals residing in New Mexico and is ultimately responsible for ensuring this vision is implemented. This a Leadership position and as such works to build structures and processes that maximize quality, performance, and program effectiveness while building team unity, improving morale, promoting collaboration and collegiality, and supporting staff development. This leadership position will also be responsible for implementing fast-paced departmental and legislative priorities and will require a strong attention to detail and ability to advise senior leadership across the Public Health Division.

Ideal Candidate

 
Master's Degree in public health or related field;
Excellent verbal and written communication skills;
Significant experience in process improvement and setting up structures to ensure organizational success;
Experience in managing large annual budgets;
Proficiency in Microsoft Office programs;
Experience with Federal and State laws, statutes, and guidelines;
Experience in contract management
Experience in leading teams and staff development

Minimum Qualification

 
Bachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.

Employment Requirements

 
Must possess and maintain a valid Driver's License.

Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Pre-employment background investigation is required and is conditional pending results.  

Working Conditions

 
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
