The Physician – Statewide Medical Director / Chief Medical Officer (CMO) is a physician, board-certified by the American Board of Internal Medicine and provides medical and clinical support to the Medicaid Program.  The Chief Medical Officer (CMO) provides strategic clinical leadership and medical oversight for all Medicaid programs, ensuring high-quality, compliant, and cost-effective care for members. Serving as the agency’s principal clinical advisor, the CMO shapes medical policy, quality strategy, and value-based initiatives while partnering with Managed Care Organizations, providers, and community stakeholders to improve health outcomes for high-need populations.

Qualifications

The Statewide Medical Director / Chief Medical Officer (CMO) is responsible for the following functions:

  • Interpret existing clinical policies that define services covered by Louisiana Medicaid.
  • Assist in analysis, development and implementation of new clinical policies and criteria.
  • Confer with medical directors of the Medicaid managed care health plans to identify lessons learned and make recommendations for changes to address access to care
  • Prepare and deliver presentations to Medicaid provider groups and other stakeholders as identified by the Physician – Statewide Medical Director (Medicaid).  or the LDH Executive Management Team.
  • Critically analyze Medicaid quality measures and Medicaid managed care organization quality performance, in cooperation with Quality leadership and Medicaid personnel.
  • Assist with the development of quality measures that support innovation, advanced payment models, and population health, and facilitate stakeholder input for quality measures to be monitored and/or financially incentivized in the Medicaid program.
  • Collaborate with the diverse community of Medicaid managed care organization medical directors, medical professionals, and patient and community representatives.
  • Chair the Medicaid Medical Care Advisory Committee, maintain/participate on the Medicaid Quality Subcommittees to support the overall quality improvement objectives of the Medicaid program.
  • Provide medical consultation to Medicaid program staff on member-specific covered services issues.
  • Use clinical expertise to inform agency strategic priority around delivery system reform, including community engagement, care coordination, case management, and community health worker programs to advance population heath and value-based care.
  • Advance agency strategic priority of implementing and evaluating advanced payment models and payment reform.
  • Participate in Medicaid Executive Management Team to contribute to strategic vision, agency leadership, and short and long-term strategic planning for the Louisiana Medicaid program.
  • Report directly to the Medicaid Executive Director for assigned responsibilities and duties.
  • Represent the department in programmatic matters at various federal, state, and local hearings, meetings, and conferences
  • Work with state’s regional and parish administrative staff to ensure all related contracts are implemented according to federal and state laws/regulations in keeping with the guidance of the Medicaid program.
  • Supervise and direct the work of professional/subordinate staff
  • Establish performance goals, objectives, and evaluation criteria for employee performance. 
  • Schedule and participates in performance reviews and planning meetings and completes the formal performance appraisal.
