Permitted Facilities Team Lead (Health and Environmental Investigator III)


THIS POSITION IS INTERNAL ONLY TO KING COUNTY CAREER SERIVCE EMPLOYEES
The Environmental Health Services Division, Solid Waste Program is seeking a skilled, enthusiastic, and dedicated individual to fill our Solid Waste Facilities lead position as a Health and Environmental Investigator III who will be leading and assisting our team members in implementing the Tyler software to conduct our work as well as managing the solid waste permit reviews during our current permit renewal season that will last until the end of first quarter of 2026. Key responsibilities will focus on training new team members, ensuring all solid waste permits are paid and issued, conducting peer reviews of solid waste facility inspection reports, assisting with facilities needing compliance, and leading our biomedical waste team to address ongoing compliance issues with operators. Finally, this team leader will be working with the facilities team to coordinate the Notice of Intent applications for Moderate Risk Waste (MRW) weekend events program which begins in February 2026. This position will work closely with the solid waste facility program supervisor for guidance and ongoing support.

This vacancy is being filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

This Special Duty Assignment is anticipated to last through April 30, 2026.

Requirements

  • Manage the solid waste facility team and train new team members. 
  • Ensure all outstanding invoices are paid. 
  • Assist solid waste team members on using Tyler as needed. 
  • Work with Tyler implementation team to transition solid waste program. 
  • Work with the team and operators to ensure all solid waste permits are paid by end of first quarter. 
  • Provide peer review of solid waste renewal permits and ongoing facility inspections. 
  • Lead the biomedical waste team to address ongoing compliance issues. 
  • Coordinate the MRW weekend events prompted by receipt of Notice of Intent applications. 
  • Coordinate and lead plan reviews for applications for new permits or permit modifications. 
  • Assist and draft bill reviews during the short legislative session.
  • Other duties as assigned. 

Qualifications

Required:
  • Certificate as Registered Environmental Health Specialist (REHS) from the National Environmental Health Association (NEHA) or as a Registered Sanitarian (RS) from the Washington State Board of Registered Sanitarians (WSBRS). 
  • Knowledge of, and experience applying the Washington Administrative Code Solid Waste Handling Standards and the King County Board of Health Solid Waste code. 
  • Demonstrated proficiency with computer systems, Microsoft Office software, databases and plan review or design software. This position will require use of a newly deployed Tyler Enterprise Permitting and Licensing system to manage solid waste permit applications, review and approve plans, and coordinate inspections. 
  • Demonstrated cultural competence working with diverse populations. Demonstrated ability applying principles of equity and social justice while providing government services.
  • Demonstrated ability to lead, motivate and enable teams and co-workers through instruction, encouragement, and constructive feedback. 
  • Demonstrated ability to facilitate meetings and provide presentations to a variety of audiences. 
  • Demonstrated ability to work effectively with the public, program staff and other agencies; and to participate effectively on committees and work groups to collaboratively discuss and resolve issues and develop recommendations for long term program planning and evaluation.
  • Demonstrated ability to research and draft program policies, procedures, correspondence, and technical reports. 
  • Demonstrated ability to communicate effectively in oral and written formats. 
  • Demonstrated ability to provide backup and support for other team leads and supervisors.
  • Valid WA State Driver's License. 
Working Conditions:
This position requires the ability to perform work duties both indoors and outdoors in office environments and solid waste facilities in a variety of physical and weather conditions that may include: 
  • Walking on wet and slippery floors, uneven terrain, up and down stairs and working around heavy machinery, strong odors, dusts, animals, and various types of chemical products and wastes. 
  • Carrying, using, and maintaining in the field portable computers, environmental sampling equipment, and educational and enforcement documents. 
  • Interaction with individuals from the public who are upset, angry, agitated, and sometimes hostile, requiring the use of conflict management and de-escalation skills. 
  • This position may require strength enough to lift, carry, push, or pull equipment and other objects weighing up to 40 pounds as well as refrigerator and freezer doors. 
  • Performance of job duties requires driving on a regular basis and a valid Washington State Driver's license. 
  • This position may require the incumbent to occasionally access or travel by ferry or boat.

Desired:
  • Familiarity with the Tyler EPL software system and ability to support to team members during the upcoming implementation. 
  • Experience with policy development, community engagement, or program improvement initiatives. 
  • Background or interest in toxicology and strong research skills.
  • Knowledge of and coursework in environmental science, characterization of business waste streams, environmental engineering, and landfill hydrogeology. 
  • Experience with environmental sample handling, data collection, analysis, interpretation, and safety procedures for working with hazardous materials. 
  • Training or knowledge in trauma-informed communications, behavior change, and/or motivational interviewing. 
  • Fluency in one or more non-English languages most spoken in King County (Spanish, Vietnamese, Chinese, Somali). 
  • Familiarity with Equity and Social Justice (ESJ) principles and applying them in environmental health work. 
  • Master’s degree in Environmental Health or a related field.

Work Schedule:
Typical work schedule for this position is Monday through Friday. Occasional evenings, weekend, fieldwork, and work at an office location is required. This is a Non-Exempt position and is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.

Work Location:
This position is based out of the Chinook Building, 401 5th Ave, Seattle, WA 98104. 
  • The Solid Waste Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
  • Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
