Brief Job Description:

Under the general direction and supervision of the regional Immunization Program Manager, with clinical and nursing supervision provided by the Regional Medical Director. This position implements perinatal hepatitis B prevention services throughout Regions 9/10 and 1. Assures or conducts perinatal hepatitis B prevention and case management services for HBsAg+ pregnant women living in communities outside the jurisdiction of a local health department. Serves as a liaison between regional, local and central office Immunization Unit staff on all matters related to perinatal hepatitis B prevention. Conducts site visits to local health departments to assess perinatal hepatitis B prevention activities and to birthing hospitals and centers to assess compliance with state laws and reporting requirements. Makes recommendations to improve perinatal hepatitis B prevention activities. Trains staff at birthing hospitals/centers and other health providers on procedures and practices to prevent the perinatal transmission of the hepatitis B virus. Works as a team member and informs the Program Manager of important activities.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 (45%) Develops, implements and conducts perinatal hepatitis B prevention activities and services throughout Regions 9/10 and 1.

  • Identifies HBsAG+ pregnant women by reviewing laboratory and other medical records;
  • Makes home visits/phone calls to interview HBsAG+ pregnant women and identify household contacts under 2;
  • Provides accurate and complete information and education on hepatitis B to HBsAg+ women;
  • Assures administration of hepatitis B immune globulin to the HBsAg+ woman’s child at birth and completion of the infant’s hepatitis B vaccine series;
  • Ensures post-serological testing of the child is conducted after the completion of the hepatitis B vaccine series;
  • Documents clinical findings accurately and completes mother, infant and contact summary reports;
  • Enters mother, infant and contact data into Access databases; generates reports; and provides data to Immunization Unit in Austin according to established schedules and deadlines.

(30%) Conducts site visits to local departments to assess perinatal hepatitis B prevention activities and to birthing centers and hospitals to assess compliance with state laws and reporting requirements.

  • Reviews medical records and patient assessments to determine compliance with perinatal hepatitis B prevention policies;
  • Evaluates perinatal hepatitis B prevention services;
  • Provides clinical; on-site technical assistance as appropriate;
  • Prepares statistical and other summary reports of perinatal hepatitis B prevention activities;
  • Makes recommendations for improvements;
  • Communicates findings to Immunization Unit staff in Austin;

(20%) Plans and conducts education on the importance of hepatitis B prevention.

  • Provide education to staff of local health departments, birthing hospitals and centers, physicians who provide prenatal services, midwives, pediatricians and family practice physicians.
  • Participates in health fairs and conferences.

(5%) Conducts other duties as assigned. “Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.” May assist with STD treatment.

Natural history of disease, with emphasis on vaccine-preventable diseases

Vaccine administration.

Collection serological specimens, especially from infants.

Conducting field investigations and interviewing clients and patients.

Conducting education presentations and training.

Registrations, Licensure Requirements or Certifications:

Current license to practice as a Registered Nurse in the state of Texas, or eligible for Texas licensure. If eligible for Texas licensure, must obtain prior to employment date.

Must possess a valid Class C Texas Driver License and liability insurance coverage as required by Texas Law.

Initial Screening Criteria:

  • Experience in using computer systems and programs including Word, Excel, databases and Power Point.
  • Prefer experience in preparing and conducting presentations or trainings.
  • Prefer experience in Quality Assurance/Quality Improvement.

Additional Information:

Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business, and an acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety.
