This position exists to design and implement strategies that advance organizational performance management and continuous quality improvement across the department so that the department has the infrastructure and culture needed to solve problems, evolve as needed, and drive better outcomes.

Working as a Performance Improvement Planner, you will:

  • Collaborate with leaders and staff across the department to design and implement strategies that advance organizational performance management and continuous quality improvement so that the department has the infrastructure, culture and capability to solve problems, evolve as needed, and drive better outcomes.
  • Coordinate the development, implementation and monitoring of MDH's strategic plan so that the department has a useful guide for action and alignment.
  • Manage improvement projects and respond to requests for technical assistance from across the department that advance department-wide strategies and priorities.
  • Serve as a lead worker for staff who are implementing activities and managing projects that advance organizational performance management and continuous quality improvement so that work is coordinated and aligned.

The Telework Policy exempts employees who live more than 50 miles from their primary work location from the 50% in-office requirement to help the State of Minnesota benefit from top talent in every corner of the state. 

Minimum Qualifications

Four (4) years of experience planning, leading or coordinating/managing projects.

Additional qualifications to be assessed during the interview process:

  • Communication, both oral and written sufficient to mobilize action to achieve organizational goals.
  • Ability to establish and maintain working relationships with a variety of organizations or groups.
  • Skill and ability to engage in problem-solving, including the ability to lead others through problem-solving processes.
  • Experience working in a mission-driven, highly collaborative environment.

A related degree may substitute for experience as follows:

  • Doctorate = 24 months
  • Master's = 18 months
  • Bachelor's =12 months
  • Associate's = 6 months

Preferred Qualifications

  • Experience using quality improvement tools, techniques, training, processes, and their application in state, national, or local public health settings.
  • Knowledge of project management principles and methodologies.
  • Leadership sufficient to carry out actions while exercising tact, diplomacy and sensitivity to provide clear direction and support to others.
  • Experience in capturing, analyzing and interpreting performance measurement data.
  • Experience with strategic planning.
