The OSHII Financial Manager exists to provide program budgetary and administrative analysis and support for the Office of Statewide Health Improvement Initiatives (OSHII) by assisting the leadership team in long-range and ongoing organizational, systems and program planning and ongoing program implementation in the following areas: fiscal and budgetary analysis, work and information flow, review and financial and budgetary analysis of assigned projects related to OSHII’s fiscal programs, and strategic planning. Additionally, this position provides work direction to staff with administrative duties that include budgetary matters related to the financial management of the numerous contracts and grants awarded to local public health, tribal government, nonprofit organizations and other organizations.

Primary Responsibilities: 

  • Work with OSHII Director & Leadership Team to monitor, analyze and manage the OSHII budget (approximately $30 plus million) in order to assure that sufficient resources are requested, and that appropriate policies, procedures, and priorities are observed in the management and allocation of resources.  Oversee and ensure the fiscal management of program and grant budgets in partnership with OSHII leadership.  Ensure the effective development and management of grant agreements supported by state budgetary resources, professional contracts, federal grants and administrative agreements.
  • Work with SHIP community specialists, CSUP grants managers, and contract manager staff to process and track all OSHII invoices for payment by MDH Financial Management.

The telework policy exempts employees who live more than 50 miles from their primary work location from the 50% in-office requirement to help the State of Minnesota benefit from top talent in every corner of the state. 

Minimum Qualifications

The following minimum qualifications must be clearly demonstrated on the applicant’s resume/application to be considered for this position.

Two (2) years of experience in budget management, grants management, accounting and/or contracts management within the public sector. 

Minimum Qualifications to be assessed at interview: 

  • Knowledge of governmental budgeting, accounting and legislative processes in order to manage division, federal, and state budget activities and to develop and analyze legislative proposal and initiative budgets. 
  • Demonstrated interest in and understanding of public policy issues and an ability to apply budgetary skills in a public policy environment.
  • Skill and experience in account procedures and developing and using spreadsheets and word processing software. 
  • Ability to work with a number of state agencies in the development of coordinating programs for long-range planning. 
  • Knowledge of Department of Health functions, policies, procedures, rules and regulations. 
  • Knowledge of social and health disparity issues. 
  • Ability to use analytical, constructive, and creative thinking to identify alternatives to unique problems. 

Degree Equivalencies 

A degree in Public Health, Healthcare Administration, Public Policy or another related field may substitute for experience as follows: 

  • Associate’s Degree: May substitute for six (6) months of experience
  • Bachelor’s Degree: May substitute for one (1) year of experience
  • Master’s Degree: May substitute for eighteen (18) months of experience 
  • Doctorate Degree: May substitute for two (2) years of experience

Preferred Qualifications

  • Ability to adapt to continuous organizational changes sufficient to work constructively under pressure, change course quickly and cope with ambiguity and setbacks. 
  • High degree of inter-personal relationship skills and inter-personal communication skills, including the ability to teach, influence, persuade, and work collaboratively with others. 
  • Thorough knowledge of Department of Health functions, policies, procedures, rules, and regulations. 
  • Ability to build consensus and create common direction amongst a variety of individuals. 

Additional Requirements

This position requires successful completion of a background check and employment reference check.

This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
